Human Resources Manager – Clinical & Community Services

Responsibilities
Implement and manage HR programs, processes, and initiatives that support clinical and community-based services
Serve as a primary HR contact for employees and supervisors, addressing concerns, coaching leadership on employee relations, and promoting a professional and respectful workplace
Partner with Talent Acquisition and leadership to support full-cycle recruitment, credentialing, and workforce planning
Guide managers through performance management, documentation, feedback, and employee development to enhance service quality and staff retention
Ensure HR practices comply with federal, state, and industry-specific regulations, including licensure, background checks, training, and documentation standards
Coordinate worker’s compensation claims, maintain OSHA logs, and assist with investigations
Administer employee leave processes (FMLA, LOA, PFML) and workplace accommodations
Support HR-related training and development initiatives, including onboarding, compliance, and supervisor development
Track and report HR metrics to inform program-level decision-making and continuous improvement
Participate in HR projects, process improvements, and special initiatives as assigned
Qualification
Required
Bachelor's degree in Human Resources, Organizational Development, Psychology, Business Administration, or related field
Minimum of 2 years of HR experience, including support for frontline and supervisory staff
Knowledge of federal, state, and industry-specific employment laws
Experience administering HR policies and procedures and supporting employee relations
Strong organizational, communication, and data management skills
Preferred
Master's degree in HR, Organizational Development, Industrial/Organizational Psychology, Business Administration, or related field
Professional HR certification (SHRM-CP or PHR)
Experience in clinical, community mental health, behavioral health, social services, or healthcare HR functions
Leadership experience in HR projects, supervising staff, or serving as a lead HR partner
Knowledge of Minnesota healthcare, mental health, or community service regulatory standards and licensing requirements
