Responsibilities

Observe construction projects at all stages to identify problems and take timely action to resolve problems encountered. Interpret contract specifications for area of field construction
Determine if construction meets contract requirements
Direct inspections of construction operations for compliance with intent of design and specifications
Recommend changes in design, specifications, and schedules to accommodate conditions as the construction site or to expedite construction efforts
Serve as first-line supervisor with responsibility for the technical and administrative supervision of the section, assisting the Design Management Section Chief
Review project plans and specifications for engineer and/or architectural projects

Required

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs
One year trial/probationary period may be required
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration
You will be required to provide proof of U.S. Citizenship
Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19
Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights
Must be able to obtain and maintain a Secret security clearance
This position requires the incumbent to possess or obtain and maintain an official US passport and VISA as applicable based on duty location
The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority
A valid driver's license is required for this position
Due to the conditions of this position, you must be able to lift up to 50 lbs. repetitively as a part of the daily duties of this position
Successful completion of a pre-placement physical examination is required
This position is subject to immunizations/vaccinations
Professional Engineering licensure or Architect Licensure required
Administrative Contracting Officer (ACO) authority highly encouraged or able to complete
In order to qualify, you must meet the Education and Specialized Experience requirements described below
Basic Requirement for General, Electrical, Mechanical or Civil Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering
Basic Requirement for Architect: A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines
Specialized Experience Requirement: One year of specialized experience which includes: approving shop drawings for internal/external personnel; enforcing terms of contracts and their intricacies; managing construction projects; resolving problems; and interfacing with host government officials on compliance with laws/regulations
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12)
Selective Placement Factor: This position requires the incumbent to be registered as a Professional Engineer or Registered Architect

Pay retention may be offered to selected applicants for positions at overseas locations.
Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc.
For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
The initial length of this overseas tour is 12 months unaccompanied or 24 months if applicable accompanied.
When you perform a Civilian Permanent Change of Station (PCS) with the government, the Internal Revenue Service (IRS) considers the majority of your entitlements to be taxable.
Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.
