Fleet & Maintenance Superintendent
NEOGOV is seeking a Fleet & Maintenance Superintendent to oversee the maintenance personnel in the Fleet Services Division of York County. The role involves coordinating maintenance and repair work for County-owned vehicles, ensuring quality and safety standards are maintained, and managing daily operations of the maintenance shop.

Responsibilities
Responsible for performing supervisory and administrative work coordinating and directing the activities of the maintenance personnel in the Fleet Services Division
Prioritizes, schedules, and assigns maintenance and repair work for County-owned vehicles, and maintains maintenance records
Handles maintenance/repair inquiries and unusual problems that arise; ensures excellent customer service is provided
Establishes and maintains contractual relationships with vendors performing sublet work for the Division
Coordinates facility repairs
Assists with insurance matters related to the County’s fleet; coordinates vehicle repairs with the Virginia Municipal League
Manages the daily operations of the maintenance shop; monitors the work and ensures that quality and safety standards are maintained; provides effective and efficient automotive fleet service; plans shop schedules and workload; assigns work orders and priorities to technicians; monitors the work in progress and quality control of completed work involving the inspection, service, maintenance, and repair of automotive vehicles including sedans, light, medium and heavy duty trucks, specialty vehicles, law enforcement vehicles, fire apparatus, ambulances; provides technical guidance and assistance to technicians and parts personnel in diagnosing malfunctions, repairing and replacing components and subassemblies, selecting tools and materials, difficult parts acquisitions/substitutions and use of tools and diagnostic equipment; instructs technicians in difficult repairs; may test drive vehicles to confirm diagnosis
Coordinates, supervises, and occasionally participates in the maintenance and modification of County-owned automotive equipment; establishes and ensures adherence to maintenance schedules established for County-owned equipment
Prepares new vehicle and motorized equipment specifications; coordinates invitation for bids
Establishes contractual relationships with vendors performing sublet work for the County; evaluates outsource versus in-house repair options
Coordinates vehicle requirements with potential users
Conducts studies, analyzes results and implements programs related to all aspects of fleet operations, vehicle utilization, costing, replacement criteria and acquisition/disposal strategies
Serves as co-administrator of the fleet software program to perform daily updates and maintain the computerized maintenance record database; prepares reports using computerized software
Conducts regular staff meetings; supervises and trains assigned staff; evaluates performance, and counsels if necessary
Develops and conducts training programs; reviews and updates manpower authorizations and recommends changes to personnel job descriptions or manning levels; prepares job vacancy announcements and participates in the selection of new employees
Reviews and prepares work orders; enters cost data into computerized system; maintains vehicle maintenance records, and the division's maintenance computer system
Provides technical assistance and direction to Service Technicians and parts personnel on difficult parts acquisitions/substitutions, and/or unusual problems involving automotive and equipment repairs
Coordinates with Fire Battalion Chief to schedule preventative maintenance, safety inspections, and repairs to fire apparatus
Administers Virginia State Inspection program, ensuring adherence to applicable rules and regulations
Performs a variety of personnel-related duties including assigning and reviewing the daily work of shop personnel; approving time and attendance records; preparing employee evaluations; counsels employees and recommends corrective and/or disciplinary action when appropriate; and participating in the selection, promotion, and termination of employees
Provides essential fleet and administrative support for emergency responses; compiles and maintains FEMA codes and reimbursement rates for County equipment used in recovery efforts
Qualification
Required
Any combination of education and experience equivalent to graduation from high school, supplemented by vocational/technical course work in the repair of automotive equipment and components, and 6-9 years of experience in automotive repair, including lead or supervisory experience
Requires a valid Commercial Driver's License, Virginia State Inspection license, A/C Technician Certification (EPA-approved Section 609), Virginia class A&B storage tank operator certificate and Master Mechanic ASE Certification
Comprehensive knowledge and skill in the repair and maintenance of gasoline engines, diesel engines, electrical/electronic systems, air, hydraulic, vacuum and electric braking systems, steering/suspension systems, transmission/differential systems
Comprehensive knowledge of occupational hazards and safety regulations of the automotive industry
Thorough knowledge of modern management principles and practices
General knowledge of personal computers, particularly software dealing with fleet maintenance
Excellent organizational and communications skills both oral and written
Ability to guide technicians in the proper diagnosis and repair of all types of automotive vehicle and equipment and repair
Ability to use and safely operate a wide variety of hand and power tools associated with the automobile/heavy equipment trade
Ability to correctly diagnose and repair complex vehicle electronic systems with computerized automotive diagnostic equipment such as a scan tool and/or laptop
Ability to read and understand complex technical manuals and PC-based diagnostic information
Ability to plan projects such as installing aftermarket equipment in public safety vehicles
Ability to efficiently and effectively plan and organize the daily work load of repairing and maintaining a vehicle maintenance fleet consisting of 500 plus cars, light and heavy duty trucks, fire trucks, ambulances, generators, heavy equipment, trailers, and turf maintenance equipment
