Responsibilities
You will operate as a subject matter expert or project/program manager and be responsible for program development and/or oversight of major agency level programs relating to research, development, testing, evaluation, innovation, and reengineering
You will hold a significant number of contributions in the form of presentations, patents, and articles that have had major impacts in the specialty area, while serving on panels and committees charged with future planning of agency resources
You will determine the direction of the technical work subject only to administrative review, and you will also review the work of others and provide coordination and critical insight into the progress
You will be responsible for major system developments or the direction of technology-based research, which has the highest significance to the agency's needs
You will have the authority to make or recommend tradeoffs between cost, schedule, and performance along with frequently directing the technical effort of other personnel

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DP-04) in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: (1) Serving as a senior engineer and/or technical specialist for tilt rotor and rotorcraft platforms that requires the professional knowledge of flying qualities and flight dynamics concepts, principles, and practices of aerospace engineering; (2) Interfacing with Integrated Product Team (IPT) leaders and providing necessary guidance and support to ensure successful program execution and flight dynamics standards and processes are being followed; (3) Proposing and evaluating flight dynamics studies and assessments, evaluating risk associated with schedule delays, reviewing specification compliance issues, and performance or flight dynamics anomalies to brief senior leaders on current and future trends; (4) Providing real-time fleet support on assigned programs and participating in MISHAP investigation to guide and mentor other Branch engineers during MISHAP investigations, along with ensuring fleet technical issues and requests are answered in timely fashion; and (5) Displaying technical and managerial leadership in preparing design guidance, specifications, and negotiating specification changes for all flight dynamics documentation, along with leading team members in the evaluation of design proposals submitted during formal design competitions
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree
To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance
