CUSTOMER SERVICE SPECIALIST MV TRAINER

Mesa County is seeking a CUSTOMER SERVICE SPECIALIST MV TRAINER to organize and administer an effective training program for the Motor Vehicle Division of the Clerk and Recorder's Office. Responsibilities

Organize and administer an effective training program for the Motor Vehicle Division of the Clerk and Recorder's Office
Provide initial and ongoing training for all Motor Vehicle employees that can be measured for effectiveness
Provide community outreach and education programs
Assist and provide input into the recruitment and hiring process for the Motor Vehicle Department
Assist citizens and trainees through title and registration transactions according to policies and procedures of Mesa County and the Department of Revenue and other applicable laws, rules and requirements
Provide supervision over new trainees, temporary staff and existing staff, as necessary, during any training sessions
May supervise staff in the absence of a Motor Vehicle Manager or Lead
Will coordinate any personnel issues with the Mesa County Motor Vehicle Manager and Chief Deputy
May be required to assume the duties of the Motor Vehicle Manager at any of the various locations as may be necessary
Thorough and complete knowledge of the DRIVES Motor Vehicle system and the ability to communicate and train employees on the functionality of the system
Use existing and/or create any additional information to complement workbooks and curriculum necessary for initial and ongoing training of motor vehicle staff
Provide classroom and individualized training to all motor vehicle staff at all levels, requiring a thorough knowledge of all the motor vehicle statutes, rules and regulations and processes
Keep abreast of changes in statutes and regulations that affect motor vehicle
Work with the Mesa County Motor Vehicle Manager to develop an effective communication procedure for relaying those changes (i.e. emissions, sales tax, titling, registrations, etc.) to motor vehicle staff
Provide guidance for proper implementation and application
Perform orientation for new employees on office policy, procedures and structure as part of initial training process
Establish instructional objectives and determine a tracking methodology, i.e. documentation and reports of employee training and ongoing needs
Develop and coordinate testing and interview processes for new hires as well as career progression for existing staff in the motor vehicle department
Interview candidates for employment
Send written correspondence and communicate with applicants concerning office recruitment and selection processes in the motor vehicle department
Work with motor vehicle trainers from other counties and the Department of Revenue in the development of statewide training materials
Establish outreach and community educational programs
Regularly consult with the Chief Deputy, Mesa County Motor Vehicle Manager and/or Leads regarding staff progress and performance levels
Promotes and provides ongoing education within the division through collaboration with all division administration and management within the department
Ensures training program adheres to associated laws, regulations, policies and departmental objectives
Assists team members with transaction issues and works with them to problem solve
In cooperation with Administrative team designs, implements and maintains formal training program including development of comprehensive learning modules, written assessments, reference materials, handouts and training tips
Coordinates work by scheduling training and assessments on a regular and routine schedule
Reviews and evaluates work product of trainees, reviewing title transactions of trainees prior to Managers approval in DRIVES
Oversees and assures the quantity and quality of the trainee's workflow by requiring the strict adherence to established methods and procedures
Encourage effective communication and key information to customers and key personnel
Reports to management in regards to the trainees' communications
As needed work with customers on the front line
Perform other related duties as required

Required

Must have three years' experience in all phases of work in a Motor Vehicle section of a Clerk and Recorder's office in Colorado
One-year supervisory experience is required
High school education or equivalent
Must have general knowledge of math and grammar, accuracy in counting or posting, mental alertness and adaptability to routines
Licensed Notary Public (can be obtained after hire)
Thorough and complete knowledge of the DRIVES Motor Vehicle system and the ability to communicate and train employees on the functionality of the system
Knowledge of statutes, rules, regulations, and forms pertaining to motor vehicle titling and registration, lien filing, fees and taxes
Understanding of the motor vehicle processes as they pertain to insurance requirements
Interpersonal communication skills and ability to establish effective working relationships with County staff, officials and the public
Possession of strong customer service skills
Clerk and Recorder's policies and procedures

Mesa County's geography and demographics
Ability to apply supervisory principles and practices according to Clerk and Recorder's policies
Ability to exercise sound judgment and decision-making
Ability to calmly deal with angry or upset individuals on the telephone or in person

Ability to perform duties of all positions in the Motor Vehicle Department
Ability to operate audiovisual equipment and/or any other training presentation equipment
Ability to measure progress periodically after the employee completes training
Ability to give instructions in emergencies
Ability to perform the essential functions of the position
Competency with standard office equipment such as computers, copy and fax machines, telephone systems, etc
