ADMINISTRATOR II, FRANCHISE TAX BOARD
Caltrans District 3 is seeking an Administrator II for the Franchise Tax Board. The incumbent will supervise and direct an audit team, manage the Residency workload, and ensure audit standards are met while establishing program priorities and performance goals.

Responsibilities
Supervising and directing the activities of an audit team comprised of professional staff engaged in auditing Pass Through Entities and Personal Income tax returns with complex audit issues
Directly manage the Residency workload
Ensure that audit standards of quality, quantity, and timeliness are met
Audits are assigned and worked in the most effective and efficient manner possible
Work with IPTE Audit Program management and supervisor teams to establish program priorities, performance goals and measures
Create hiring and training plans
Develop work plans
Assign work
Complete other assignments and projects to help meet program and divisional goals
Qualification
Required

Directly managing the Residency workload
Ensuring that audit standards of quality, quantity, and timeliness are met
Assigning and working audits in the most effective and efficient manner possible
Working with IPTE Audit Program management and supervisor teams to establish program priorities, performance goals and measures
Creating hiring and training plans
Developing work plans and assigning work
Completing other assignments and projects to help meet program and divisional goals
Background Investigation clearance prior to being hired
Authorized to work in the US without the need for a visa sponsorship or a training plan, now or in the future
Compliance with the California Revenue and Taxation Code
Possessing the general qualifications of integrity, honesty, sobriety, dependability, industry, thoroughness, accuracy, good judgment, initiative, resourcefulness, courtesy, ability to work cooperatively with others, willingness and ability to assume responsibilities, and conform to the conditions of work characteristic of the employment
A state of health consistent with the ability to perform the assigned duties of the class
Valid state driver's license and a good driving record if required to drive an automobile
Completion of a pre-employment questionnaire, fingerprinting, and an inquiry to the Department of Justice to disclose criminal records
Submitting a current version of the State Examination/Employment Application STD Form 678
Including a resume with the application
Providing a legible copy of transcripts as proof of meeting the education requirement if applicable
Submitting a supplemental application responding to a specific statement
Following all application instructions and submitting all required documents timely

Knowledge of federal and California income tax laws, regulations, court cases and the impact to compliance activities

Knowledge of complex individual and pass through entity audit issues
Established experience in managing complex audits
Ability to be self-motivated, enthusiastic, and ability to be open-minded, fair, and objective
Knowledge of the Professional Audit Support System (PASS), Taxpayer Information (TI), Business Entities Tax System (BETS), and other Franchise Tax Board (FTB) information systems, such as Taxpayer Folder (TPF) and Case Management (CM)
Involvement in a diversity of activities, program areas, and/or positions that have provided a greater understanding and appreciation for the broader perspective of the department/enterprise
Ability to collaborate with all levels of staff and management department wide as well as with external stakeholders
