Fairfax County Government is seeking a Legal Records Manager II to oversee the Judicial Support Division in the Circuit Court. The role involves providing program oversight, managing staff, and ensuring compliance with legal standards and procedures.

Responsibilities

Provides leadership, operational oversight, divisional budget, and staff development
Sets division priorities, assigns tasks to maximize resources and distributes workload and ensures effective workflow management
Ensures conformance to all applicable requirements of the Commonwealth of Virginia, the Code of Virginia and Fairfax County and Circuit Court policies, procedures and standards
Serves as the COOP (Continuity of Operations Plan) Judicial coordinator for the Fairfax Circuit Court, liaising with the Chief Judge of the Circuit Court, General District Court, and the Juvenile and Domestic Relations Court
Performs other duties as assigned
Directs and coordinates the activities of a major division of Circuit Court, with oversight responsibility for several sections performing specialized functions
Formulates, monitors, and updates divisional policies and procedures
Prepares and monitors divisional budget
Performs long- and short-term planning and analysis
Serves as a resource to provide guidance on complex legal or court processes
Ensures staff knowledge and program conformance with requirements of the Commonwealth of Virginia, the Virginia Code, and other applicable laws and regulations
Liaises with the Virginia State and Fairfax County officials (VA Supreme Court, VA State Police, Commonwealth's Attorneys, County Attorneys), local jurisdictions' administrative offices, private law firms, the local Bar Associations, and the public
Performs various personnel duties, i.e., employee selection, coaching, training, performance evaluation and disciplinary actions

Required

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the functional area
Two years of progressively responsible experience providing administrative support, technical support, customer service, or working in a court or legal environment
At least one year of supervisory experience
Considerable knowledge of the functions of the assigned business areas and/or court procedures
Considerable knowledge of the Code of Virginia, the Virginia Supreme Court's Clerk's Manual, laws and regulations related to the assigned business areas
Knowledge of the principles of human resources management
Knowledge of the principles of budget and accounting procedures
Ability to evaluate operations and procedures to ensure compliance with applicable laws and regulations
Ability to formulate and implement operating policies and procedures
Ability to prepare and present complex and comprehensive report, both orally and in writing
Ability to brief superiors effectively, with a high degree of situational awareness
Ability to direct and coordinate the varied and specialized activities of a large staff
Ability to interpret and explain complex rules and regulations to staff and customers
Ability to communicate courteously and effectively, both verbally and in writing
Ability to motivate, develop, and direct staff
Ability to plan, organize, assign, train and evaluate the work of subordinates
Ability to develop and maintain effective working relationships with a variety of individuals, including the judges, general public, members of the legal and business community, and department staff
This position is considered Emergency Service Personnel to ensure the continuity of essential operations and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster)
The appointee to the position will be required to complete a criminal background check to the satisfaction of the employer

Preferred

Four or more years of court and/or legal experience
Two or more years of supervisory experience
Knowledge of the Code of Virginia and regulations in relevant areas
Excellent customer service skills
Ability to evaluate operations and ensure compliance with applicable laws and regulations
Ability to formulate and implement operating policies and procedures
Ability to prepare and present complex and comprehensive report, both orally and in writing
Ability to exercise tact, discretion, initiative, creativity, and independent judgment
Proficient in Microsoft Word
