Financial Manager III
The State Of Vermont Dept Health is seeking a Financial Manager III to oversee Federal Medicaid and CHIP financial reporting. This role requires expertise in financial reporting and analysis to ensure Vermont maximizes its Federal Medicaid reimbursement.
Law Enforcement
Responsibilities
Obtain, compile, and analyze complex expenditure data from multiple departments' financial documents for purposes of submitting quarterly Federal expenditure and estimate reports
The integrity, accuracy and reasonableness of the data are evaluated; trends and anomalies are then identified and investigated with departmental financial managers
Medicaid Financial Reporting Management
Medicaid Financial Reporting Analysis
Federal Fund Management
Work with Auditors to ensure complete and 'unqualified/unmodified' audit reports are issued
Ensuring fiscal compliance with GAAP, state and federal rules
Maintaining considerable knowledge of CMS program and system requirements
Maintaining considerable knowledge of information systems and computerized financial management information systems
Communicates effectively with senior professional & technical personnel, accounting personnel, financial directors, and federal agencies
Qualification
Required
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff
Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff
Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff
High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff
