The State of Minnesota is dedicated to improving the well-being of its citizens, and is seeking a Human Resources Director for the Department of Children, Youth, and Families. This role involves providing strategic leadership and comprehensive HR services to support the department's mission, including areas like recruitment, labor relations, and employee development.

Responsibilities
Ensure sound, and forward-thinking HR programs and practices across all functional areas, including recruitment and selection, classification and compensation, benefits administration, personnel and payroll transactions, labor relations, performance management, workforce planning, employee development and training, safety and wellness, and workers’ compensation
Lead with equity at the forefront, advancing alignment and measurable progress toward statewide and agency diversity, equity, and inclusion goals through creative and innovative strategies, while fostering a culture that supports and empowers those who serve children, youth, and families
Qualification
Required
Five (5) years of progressive human resources experience, including leadership or management responsibility
Providing strategic HR leadership across multiple functional areas, such as recruitment and selection, classification and compensation, labor relations, performance management, employee relations, and workforce planning
Interpreting and applying state and federal employment laws, rules, and regulations (e.g., collective bargaining agreements, civil service systems, EEO/AA requirements)
Working within a public-sector or highly regulated environment, including interpretation and application of laws, rules, policies, and collective bargaining agreements
Proven ability to partner with executive leadership, labor organizations, and diverse stakeholders to implement HR strategies that support organizational mission and operational goals
Demonstrated ability to effectively negotiate, mediate, and resolve conflicts; manage competing priorities; evaluate programs and costs; and communicate clearly, including budget-related information
The incumbent must be able to receive and maintain delegation of authority from Minnesota Management and Budget for HR work in compensation, classification, selection, and labor relations
Preferred
State of MN and/or public sector HR leadership experience
Experience working with programs that serve diverse communities and developing materials to communicate to diverse audiences
Experience building, maintaining and strengthening a diverse workforce
Experience building and scaling organizational systems, processes, and infrastructure in an organization undergoing transformation
Proven ability to create HR operational frameworks from the ground up while navigating fast-paced, high-pressure environment
Experience creating and implementing foundational human resources programs, policies, and processes in a newly formed or significantly changing organization
Experience leading systems change initiatives and building effective partnerships within an organization to inform and sustain those changes
Preferred candidates will have a variety of experiences working effectively with others from different backgrounds and cultures
