Responsibilities
Act as the liaison between business stakeholders, IT leadership, and vendor teams
Elicit, document, and validate functional and business requirements
Translate business needs and policy requirements into system specifications
Develop and maintain Business Requirements Documents (BRDs)
Facilitate communication between technical teams and business stakeholders
Conduct data and process analysis to identify improvement opportunities
Participate in testing and validation activities
Support maintenance and operations by evaluating incident trends and coordinating resolutions
Manage stakeholder expectations and contribute to release planning and SDLC activities
Qualification
Required
Minimum 5 years as a Business Analyst or Functional Analyst in complex systems
3–5 years working with human services or social services applications
Experience with SNAP and TANF programs, including policy and eligibility rules
Strong ability to bridge business needs and technical solutions
Solid understanding of system functional design and integrated components
Expertise in requirements elicitation, analysis, and documentation
Excellent communication skills for diverse audiences
Ability to manage competing priorities and deliver high-quality work
General IT knowledge and understanding of SDLC phases
Preferred
Experience with integrated eligibility systems or public sector modernization projects
Knowledge of J2EE-based architectures, web technologies, and data integration
Familiarity with policy-driven system design and rules-based automation
Experience supporting system maintenance and operations post-implementation
Bachelor's degree in Information Systems, Public Administration, Computer Science, or related field (or equivalent experience)
