Revenue, Innovation, Strategy, and Enhancement (R.I.S.E.) Division Officer

The City of Long Beach is seeking an experienced leader to serve as its first Revenue, Innovation, Strategy, and Enhancement (R.I.S.E.) Division Officer in the Waterfront Development Bureau. This role involves developing and implementing programs that create new revenue opportunities for the City and promote the waterfront as a destination for music, entertainment, and tourism.

Responsibilities

Develops and implements plans, strategies, and programs to position Long Beach as a premiere destination for music, entertainment, tourism, and waterfront activity
Leads special projects, such as advertising and sponsorship initiatives, that create new revenue opportunities for the City
Collaborates with the Waterfront Development Bureau Manager, contracted facility operators, tourism and entertainment leaders, and other stakeholders to ensure effective execution of projects, programs, and strategic initiatives
Works in partnership with the Waterfront Development Bureau Manager and Office of Special Events and Filming to activate and promote the waterfront, with a goal of establish Long Beach as a leading visitor destination in the United States
Provides cross-departmental coordination and support for long-range planning, capital investment strategies, and economic development efforts in the Downtown and waterfront districts
Serves as a liaison to businesses, investors, and tourism partners to attract new events, programming, and development aligned with the City’s economic and cultural goals
Develops and delivers presentations and prepares memos and Council letters to inform City management, policymakers, and the community about policy and program updates
Supports the Waterfront Development Bureau Manager in developing and managing bureau budgets, key performance indicators, and communications
Provides direct supervision to the division’s two full-time employees, including one (1) Development Project Manager and one (1) Administrative Analyst II
Performs other related duties as required

Required

Bachelor's degree from an accredited college or university in Urban and Regional Planning, Public Administration, Business Administration, Public Policy, or a closely related field (proof required)
Three (3) years of progressively responsible paid full-time equivalent experience directing and coordinating projects/programs with at least one (1) year of lead supervisory experience in one or more of the following specialty areas: Economic Development, Real Estate Development and Property Management, Community Development, Urban and Regional Planning, Public Policy and Government Affairs
Required to occasionally work nights, weekends, and extended hours for outreach purposes

Preferred

Experience managing economic development and/or community development programs and projects
Strong project management skills, including budgeting, timelines, and reporting
Experience leading and supporting community engagement efforts
Experience managing staff and overseeing vendor contracts
Knowledge of urban planning, public administration, and public policy is highly desirable
Experience writing Council letters, memos, and reports is desirable
