Programs Director

Youth Enrichment Services is focused on enhancing career preparation and personal development for young individuals. The Programs Director will manage various career-related services, oversee staff, and ensure compliance with regulatory guidelines while promoting the Job Corps program within the community.

Responsibilities

Plans organize, administers, and measures work activities performed by the CDSS department
Supervises all employment activities, including recruitment, testing, reference checking, and related employment matters
Ensures approved curriculum is being taught in career preparation training and assigns and supervises staff in areas of responsibility
Promotes a positive Job Corps image and increases awareness in the community
Develops referral sources through agency and community outreach and promotes job development through direct contact with employers, One-Stops, WIA, and state employment agencies
Monitors the delivery of personal and career counseling
Audits counseling case notes and folders quarterly
Analyzes CPP surveys and adjusts CPP as needed
Works to retain students on Center
Uses the MPO30, MPO32, OMS 20, and OMS20p to analyze data, identify performance trends and implement corrective actions as needed
Promotes teamwork between students and staff and interdepartmental teamwork among staff
Monitors areas of responsibility to ensure timely and high-quality services
Works toward meeting performance management goals
Follows CDSS plan and Code of Conduct system daily
Complies with all DOL guidelines, OFCCP regulations, Job Corps notices and bulletins, and Center policies and procedures
Maintains good housekeeping in all areas and complies with safety practices
Holds regular staff meetings at least twice a month with managers, documents meetings, and submits documentation to the Center Director and VP of Job Corps Operations
Attends both OMS and MPO weekly meetings to assist in center OMS performance
Creates systems and structures to ensure long-term retention of all students
Conducts quarterly audits of case notes and ESPs. Develops a corrective action plan as needed
Models, mentors, and monitors appropriate Career Success Standards
Helps students become more employable through continuous reinforcement
Evaluates personnel under his/her management and makes recommendations regarding disciplinary actions, promotions, and/or merit increases
Participates in PRH-mandated staff training
Performs other duties as assigned
Presents information both clearly and concisely and regularly confirms the correct interpretation of information
Demonstrates the ability to handle several projects simultaneously with decision-making, flexibility, and problem-solving
Implements the key principles of time management, task allocation, and priority assignment in addition to personal organization
Shows attention to detail and ability to complete work with the highest level of accuracy and efficiency
Demonstrates professional interpersonal skills when interacting with others
Acts as a team player and builds professional relationships with coworkers to achieve goals
Ability to exceptionally manage and lead students from diverse backgrounds
Committed to investing in and developing students and positioning them to succeed
Motivates students and provides coaching and/or feedback when needed

Required

Bachelor's degree in counseling, psychology, or social work is required
Five years in Job Corps Management preferred, other managerial experience considered; five years experience working with adolescents/young adults
Proficiency with advanced Microsoft Office applications including Word, PowerPoint, Outlook, and Excel
Computer Literacy with basic computer functions, email, internet, and basic programs such as Adobe Acrobat
Strong knowledge of the subject area of instruction and academic teaching practices
High level of communication, interpersonal skills, and organizational skills
High level of ability to motivate, inspire, and educate students effectively
Excellent written and verbal communication skills and computer proficiency are also required
Valid driver's license with an acceptable driving record

Preferred

Master's degree preferred; any waiver of the requirement must be reviewed and approved by the DOL Regional Office
