The selected consultant will support the design and development of the PA Unified Crash System with a strong focus on GIS and reporting, working under the direction of the Technical Lead and Application Architect.

Responsibilities
Design, develop, test, and document application features and enhancements
Work under the Technical Lead and Application Architect to implement features and enhancements
Build responsive, mobile-first user interfaces using Angular and modern UI libraries
Develop and maintain Java Spring Boot microservices
Design and integrate RESTful APIs
Implement GIS integrations and spatial data handling
Develop and support Power BI dashboards and enterprise reporting integrations
Support Azure-focused CI/CD and containerized deployments
Apply design patterns and SOLID principles
Ensure digital accessibility compliance throughout design and development
Qualification
Required
8+ years of professional application development experience
Angular, preferably Angular 14 or higher
Responsive and mobile-first development
Material Design libraries
Bootstrap optional
jQuery nice to have
Java with Spring Boot using microservices architecture
RESTful API design and integration
GIS integrations and spatial data handling
jUnit
Jasmine and Karma preferred

Linear referencing systems and methods including Esri Roads and Highways and Oracle Locator or Spatial
Knowledge of digital accessibility and disability inclusion
Knowledge of regulations related to digital accessibility including Section 508 and ADA
Knowledge of WCAG 2.1 AA requirements
Experience designing for platform technologies including HTML, CSS, JavaScript, iOS, and Android
Experience applying WAI-ARIA authoring guidelines and best practices
Experience optimizing for accessibility features of the platform including HTML, iOS, and Android
Experience developing digital products that comply with accessibility standards
Preferred
2+ years of PostgreSQL experience
2+ years of experience incorporating accessibility tests into the development process
2+ years of experience building digital products where accessibility compliance is part of the definition of done
Benefits
Contract includes 80 hours of unpaid leave per state fiscal year
