This role involves establishing a company-wide project portfolio, optimizing the PMO, and leading cross-departmental project delivery while managing risks and developing talent.

Establish and manage the company-wide project portfolio
Ensure all projects:
Are aligned with company strategic objectives
Have clear business value and ROI
Perform the following for projects:
Prioritization
Resource allocation
Stop/delay/restructuring decisions
Establish or optimize the enterprise-level Project Management Office (PMO)
Develop and standardize:
Project management methodologies (Agile/Waterfall/Hybrid)
Project stages and approval checkpoints (Stage Gate)
Risk, change, quality, and reporting standards
Drive project management from 'individual experience' to 'institutionalized and process-driven'
Lead and coordinate:
Product, technology, operations, finance, legal, compliance, and outsourcing teams
Resolve cross-departmental conflicts and resource allocation issues
Take ultimate responsibility for significant delays, cost overruns, and scope changes
Establish project risk identification, assessment, and early warning mechanisms
Lead major projects in:
Risk review
Crisis management
Project post-mortem (Lessons Learned)
Report key project status to the CEO/Board of Directors
Establish a project management talent pipeline:
Project Managers (PM)
Project Directors
Program Managers
Recruitment, training, evaluation, and termination
Promote a project culture: results-oriented, clear responsibilities, transparent communication
Veto/suspension power over company-level projects
Authority to recommend project resource allocation (human resources/budget/outsourcing)
Authority to select project management tools, systems, and vendors
Direct reporting to the CEO/COO, and to the Board of Directors when necessary
Qualification
Required
20+ years of project management experience
At least 5 years of experience as a large-scale project or PMO head
Successfully delivered projects Multiple projects, cross-departmental, projects with budgets exceeding tens of millions
Proficient in project management methodologies (PMP / PRINCE2 / Agile)
Strong business acumen and financial awareness
Able to understand P&L, ROI, and cash flow
Proficient in using project management and collaboration tools
Strong execution ability and resilience under pressure
Able to make decisions with ambiguous and incomplete information
Skilled in conflict management and communication with senior management
Does not shy away from difficulties or sugarcoat risks
Preferred
Bachelor's degree or above (Engineering, Management, Information Systems, Finance related fields preferred)
