Child Support Manager

Delta County Colorado Government is seeking a Child Support Manager to oversee the daily operations of the Child Support Services Unit. The role involves ensuring compliance with laws, supervising staff, managing budgets, and acting as a liaison with legal and state agencies.

Government Administration

Responsibilities

Complies with and ensures adherence to established State of Colorado Child Support related Title IV-D laws, policies, procedures, standards, and performance benchmarks where applicable
Provides overall leadership, including the development of long-term and short-term goals, priorities, objectives, strategies, and core values for Child Support
Leads planning and policy making for the Delta County Child Support Services program
Reviews, develops, and implements policies, standards, and procedures necessary to improve efficiency for the unit
Creates and maintains a variety of operating and quality assurance records
Utilizes and maintains Automated Child Support Enforcement System (ACSES) database to enter, store, and retrieve information as requested
Summarizes data in the preparation of standardized and required reports
Monitors program performance and compliance with state and federal requirements
Keeps Human Services Director apprised of challenges, priority issues and high-risk situations and appropriate and professional solutions
Responsible for supervision and management of staff in collaboration with Director; plan, direct, supervise and evaluate the performance; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; write and conduct performance evaluations; arrange for appropriate training and development; ensure employees comply with applicable policies and process, compliance with all governing laws; and seeks support from human resources department and follows generally accepted human resource laws, policies and protocols
Coordinates and consults with County attorneys on legal issues and litigation involving Child support
Works with County attorneys on hearings, including responses to judges' and clients' decisions, and assists staff in preparing for hearings
Provides staff monitoring and coverage necessary to assure efficiency in caseload handling; provides back-up coverage as needed
Responsible for problem resolution and complaint response
Coordinates and evaluates educational training for staff through regularly scheduled meetings to assist in service classes on the job training and procedures
Attends State sponsored program meetings
Facilitates and coordinates program meetings
Works collaboratively with staff members from various programs within Human Services
Daily supervision of legal technicians and assistance in the activities of locating, interviewing, enforcement of financial and medical support, preparation for court hearings, legal pleadings and documents, bench warrants, review and adjustment of support orders, establishment of support orders, and processing interstate cases
Oversees DNA genetic testing for paternity determination at the Child Support Office
Works as a liaison with the genetic testing company
Ensures that the genetic testing legal requirements are met and the testing is properly completed
Review and work state reports as necessary for effective caseload management

Required

Bachelor's degree in social work, public administration, behavioral sciences, business or a related field is strongly preferred
In lieu of a degree, five (5) years of experience in social work, social services, case management, child support services, or legal services may be considered
A minimum of four (4) years of full-time child support experience is required
A minimum of three (3) years of demonstrated supervisory experience is required
Current and valid unrestricted Colorado driver's license is required
Certified State of Colorado Child Support Administration Process Action is required
Certified State of Colorado Child Support Enforcement is required

Preferred

Demonstrated knowledge of child support laws, rules and regulations
Knowledge of court procedures, documents, legal terminology, methods of enforcement, i.e., garnishments, liens, income assignments, tax intercepts, credit reporting, DLS, POLS, worker's compensation, unemployment benefits is strongly preferred
