The Florida Department of Health is seeking a Program Analyst II to coordinate activities related to the planning and implementation of early intervention services for young children and their families. Responsibilities

Coordinate and facilitate ongoing opportunities for training and professional development for the Early Steps State Office and Local Early Steps (LES) offices using various formats for delivery, including in-person workshops, webinars, and electronic media
Evaluate training effectiveness and update materials based on current research and federal/ state requirements
Provide expert oversight and technical assistance to LES offices on the implementation and monitoring of the statewide system of professional development and other assigned topical areas
Facilitate monthly community of practice (CoP) and topical calls with LES offices to troubleshoot implementation barriers and share best practices
Serve as a liaison between LES staff responsible for monitoring training effectiveness and the State Office
Provide recommendations and feedback on the development and revision of Early Steps policies and guidance documents
Analyze state/ federal legislation and Early Steps policy to determine necessary changes to statewide professional development and training
Represent the Early Steps program on local, state and national workgroups and committees
Develops presentations and presents at conferences and meetings to exchange information and coordinate supports for infants, toddlers and their families
Collaborate with federal technical assistance providers and in-state partners to align service delivery systems
Perform other work-related duties and special projects as assigned
This position requires occasional travel for regional/ statewide meetings and on-site consultations and monitoring visits

Required

Comprehensive knowledge of IDEA Part C regulations and early intervention programs including the continuum of care for children with special health care needs, disabilities and developmental delays
Ability to communicate complex information effectively in both oral and written formats. Skilled in developing and conducting high-level oral presentations
Ability to review legislation and policy and translate it into actionable program plans
Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and e-learning software
Strong interpersonal skills with the ability to build working relationships across agencies and facilitate community collaboration
Ability to prioritize multiple projects simultaneously, work independently under pressure and meet strict deadlines
Knowledge of confidentiality rules (HIPAA/ FERPA)
Punctuality and effective time-management skills in a fast-paced environment
Ability to travel both in state and out of state
Experience working specifically with IDEA, Part C or Part B systems, or Head Start
Experience designing and/ or facilitating training and professional development for large audiences
Experience working at the state or regional level, providing oversight, technical assistance, or monitoring multiple local service sites
Willing and able to travel occasionally for regional and statewide meetings and on-site monitoring

Preferred

Bachelor's degree or higher from an accredited college or university in Early Childhood Education, Special Education, Public Administration, Social Work, Child Development, or a related Health/Human Services field
