Responsibilities

Set and Execute Statewide Vision: Define and implement a strategy that balances digital tools (devices, software, AI), instructional materials, print resources, traditional practices, and experiential learning, ensuring alignment with SCDE priorities and measurable student outcomes
Lead Policy Development: Develop statewide policies, guardrails, and best-practice guidance for technology, AI, and instructional materials. Establish clear selection criteria that reflect instructional value, age appropriateness, usability, interoperability, and data privacy, while ensuring compliance with state and federal requirements
Evaluate Evidence and Best Practices: Review state and national research and analyze statewide data to identify which technologies, AI applications, and instructional materials improve student learning, teacher effectiveness, and student well-being. Use findings to inform policy and practice
Oversee Procurement, Adoption, and Distribution: Lead evaluation, procurement, and distribution processes for state-adopted instructional materials and technology, ensuring alignment with standards and strategic priorities. Manage contracts and budgets, and maintain processes that guarantee timely and equitable distribution to districts
Guide Pilot Programs: Design and oversee structured pilots of new technologies and instructional resources, applying defined success metrics, risk assessments, and stakeholder feedback before recommending statewide adoption
Promote Professional Development: Identify and recommend high-quality training for educators and leaders on digital literacy, instructional design, personalized learning, prompt engineering, ethical AI use, and effective use of instructional materials. Support district networks in sharing strategies and resources to build capacity statewide
Drive Collaboration and Innovation: Convene educators, technology leaders, and external partners to exchange case studies, address implementation challenges, and explore innovative models that advance student-centered and personalized learning. Foster a collaborative work environment that encourages professional growth and innovation
Monitor and Report Impact: Oversee collecting and analysis of statewide data on use of technology, AI, and instructional materials. Prepare clear, actionable reports for SCDE leadership, legislators, and stakeholders to guide continuous improvement and strategic decision-making
Develop and Oversee Computer Science Initiatives: Oversee the development of Computer Science Education in grades k-12 and prepare clear and actionable reports for SCDE leadership, legislators, and stakeholders to guide continuous improvement
Represent SCDE: Serve as the SCDE’s representative on educational technology, AI, and instructional materials, presenting at conferences, advising policymakers, and cultivating partnerships with peer states, research institutions, and industry leaders

Required

A bachelor's degree and relevant program management experience

Preferred

Bachelor's degree in a relevant field (Education, Educational Technology, Instructional Design, Computer Science, Information Technology, etc.)
Five plus (5+) years of progressive experience in education, instructional technology, technology, or AI tools and implementation
Proven leadership in developing and launching AI-driven or technology systems or services within education or government, preferably with curriculum and instruction
Experience in strategic planning, project and change management, and stakeholder engagement
Strong understanding of research and evaluation methods, with the ability to use data to guide decision-making
Excellent communication skills with the ability to translate technical and policy concepts for multiple audiences
Demonstrated ability to lead cross-functional teams and build consensus among stakeholders
Knowledge of state and federal education policy, funding, and compliance requirements preferred
