Insurance Program Manager

DC Department of Human Resources is seeking an Insurance Program Manager to operate as the Captive Manager within the Captive Insurance Agency. Responsibilities

Establishes and oversees procedures for the operation of the Captive, including payment of administrative expenses, claims processing and adjustments, dispute resolution, and tail coverage for participating health centers
Develops standards for premium subsidies, reinsurance participation, underwriting guidelines, and risk management requirements, and conducts audits to ensure compliance
Leads strategic planning by defining current and future business environments, setting performance metrics, and evaluating program effectiveness
Performs root cause analyses to identify opportunities for process improvements and drafts manuals and guides to formalize updated business practices
Designs and conducts broad, complex management studies addressing evolving requirements, legislation, and overlapping functions, and proposes actionable management solutions
Develops and implements special projects, including strategies to track and execute recommendations
Provides expert guidance to the Mayor, City Administrator, ORM, and District agencies on insurance and risk programs, including related financial and legal matters impacting an $11 billion budget and approximately 35,000 employees
Prepares and disseminates clear written and verbal guidance on insurance policies and procedures, and analyzes reports from third-party administrators and the Office of the Chief Financial Officer to support informed recommendations

Required

At least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression
