Section Manager, Utility Services Maintenance (Internal Candidates Only)

WSSC Water is seeking an Internal Section Manager for Utility Services Maintenance, responsible for overseeing the maintenance and repair of water distribution and sewer collection activities. Responsibilities

Forms crews, assigns work, and initiates request for emergency contract support
Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Investigates complex job sites and recommends if work should be done by staff or emergency contractor
Inspects work locations to monitor adherence to plans and specifications to ensure the quality of materials and workmanship
Tracks the performance of the Section on a weekly basis in relation to the section’s goals
Keeps the section informed of its progress towards its goals by posting weekly information
Evaluates the effectiveness of technology and equipment
Assures that the section is in regulatory compliance
Maintains inventory and cost accounts of equipment and materials
Investigates and resolves customer complaints
Administers and reviews Utility Services Department safety procedures for adequacy and clarity
Provides administration support to the Section including activity reports, time sheets, material requisitions, work orders, attendance records; performance evaluations, vehicle logs, accident and injury reports and investigations
Participates in the review of plans and specifications, and the evaluation and testing of materials
Drives a vehicle to conduct WSSC business
Prepares specifications for use in the procurement of supplies and services
Makes recommendations and assists in the formulation of short and long range programs for operational and engineering improvements to the water, and wastewater systems
Meets with representatives of the state and county governments, other utilities, and Commission jurisdictions to exchange information and resolve maintenance problems
Keeps informed of the current technology and equipment available both within the Commission and in the water/wastewater industry
Assists with budget preparations for the Section
Performs other related duties as assigned

Required

Bachelor's degree in Civil Engineering, or related engineering field
1 year of experience supervising water and sewer maintenance operations
OR High School diploma or equivalent
7 years of progressively responsible water and sewer maintenance operations experience, including 1 year of experience supervising the operations
Possession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer date
Possession of Class 1 Water Distribution Systems Operator and Class 2 Wastewater Collection System Operator certificates and maintain the certifications throughout the time in the position
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Knowledge of industry best practices used in the maintenance of water distribution and wastewater collection
Thorough knowledge and understanding of safety rules and regulations and standard operation procedures
General understanding of fluid mechanics
Ability to work under limited supervision, be a self-starter and an effective communicator
Ability to establish and maintain effective working relationships with employees, customers, contractors, other Utility Services Divisions and the general public
Ability to provide guidance on difficult engineering problems
Ability to prepare written reports
Ability to interpret construction plans
Ability to use good operational and engineering judgment
Working knowledge of basic PC applications

Preferred

Basic understanding of the Maintenance Management Information System (MMIS) and Customer Service Information System (CSIS) and working knowledge of WebMap or Enterprise Geographic Information System (EGIS)
