Director, Capital Delivery

Central Ohio Transit Authority (COTA) is seeking a Director of Capital Delivery to provide strategic leadership for capital and operational projects. This role involves overseeing a team of Project Managers, ensuring projects are delivered on time, within scope, and budget, while fostering collaboration among stakeholders.

Responsibilities

Direct and supervise a team of certified Project Managers, fostering professional growth and accountability
Establish and maintain project management standards, methodologies, and governance aligned with PMI's PMBOK® Guide; and
Develop, implement, and manage Standard Operating Procedures (SOPs) for capital project delivery across COTA
Oversee planning, execution, monitoring, and closeout of capital and operational projects
Ensure compliance with federal, state, and local regulations, as well as COTA policies and SOPs
Manage project setup, scheduling, and reporting within the project management system; and
Prioritize projects based on organizational goals, funding availability, and stakeholder needs
Collaborate with internal departments, external consultants, contractors, and public agencies to ensure successful project delivery
Provide regular updates to executive leadership, the Board of Trustees, and community stakeholders
Facilitate transparent communication on project milestones, risks, and outcomes; and
Maintain documentation to support quality management requirements
Drive continuous improvement in digital project management tools, workflows, and SOP integration
Identify, assess, and mitigate risks across the project portfolio
Ensure adherence to procurement, contracting, and compliance requirements specific to public agencies; and
Maintain audit-ready documentation and reporting for oversight bodies

Required

Requires a bachelor's degree in engineering, construction management, business administration, or related discipline
Seven (7) years' experience in project management specifically within a leadership capacity
Certified Project Management Professional (PMP) Certification required

A master's degree is preferred
