Principal Enterprise Architect - Division of Information Technology
The Federal Reserve Board is seeking a Principal Enterprise Architect to direct and define enterprise architecture and align business and technology strategies. The role involves collaborating with delivery teams, developing architectural roadmaps, and evaluating technology options to improve efficiencies and compliance within the organization.

Responsibilities
Directs the process for and/or participates in creating an enterprise-level technology reference architecture which both visualizes and characterizes common services and other components and their behaviors which would be re-used throughout the enterprise
Defines what a system is, what the boundaries of the system are, how a system should work and how changes in conditions, operations, and the environment will affect outcomes. Requires expert knowledge of systems controls, system development lifecycle, system security, and systems design
Gathers and organizes qualitative and/or quantitative data and information through various methods (e.g., conducting interviews, surveys/ questionnaires, task analysis)
Independently creates and maintains architectural roadmaps and strategies for the Board. Plans, designs, and implements new network systems to meet business requirements
Independently collaborates with delivery teams to guide solution design (at the system level) and to ensure design patterns are being used appropriately and that the solution designs conform with direction of the enterprise architecture road map
Directs the process for and/or participates in documenting enterprise-level reference models for the Board. Documents and applies technical and administrative direction and surveillance to identify functional characteristics of a system, control any changes to such characteristics, record and report each change and its implementation status, and support audits of systems, reports, results, and/or components to verify compliance
Plans, designs, and implements new network systems to meet business requirements. Has expert knowledge of principles and techniques related to user behaviors, needs, and motivations. Expert skills in applying methods to understand the impact of design on an audience
Directs the process for and/or participates in the analysis and translation of enterprise architectural inquiries into technical requirements and directs and/or develops plans/strategies for resolution of issues and/or development of solutions using broad knowledge of the Board’s and division’s technology environment. Guides the resolution of and/or trouble-shoots enterprise architectural issues from their start through their resolution
Directs the process for and/or participates in tool evaluation (e.g., proofs of concept, prototyping, etc.) and selection process. Thinks strategically and holistically about current and future requirements to plan for and implement new technology adoption, transformation, consolidation, and/or incremental improvements. Requires expert knowledge of technology options available in the market and skilled at assessing their viability for meeting Division and/or Board needs
Directs the process for and/or participates in developing technical strategies that align with business strategy. Directs and/or designs, Develops, and implements solutions to improve technology efficiencies for enterprise architecture. Evaluates technology and business requirements to identify areas for enterprise architecture improvement
Directs and/or mentors more junior technical staff and governing bodies for enterprise-level tools, including defining architectural patterns and establishing common standards for all participants to meet and the thresholds for delineation from shared requirements. Requires expert knowledge of technology compliance and information security management
Directs the process for and/or participates in architectural and technology review boards, standards setting bodies, and other strategic workgroups representing enterprise architecture
Requires expert knowledge of key components of cloud computing (i.e., Software-as-a-Service, Infrastructure-as-a-Service, and Platform-as-a-Service) and one or more cloud technology platforms (i.e., Amazon Web Services, Microsoft Azure). Requires expert knowledge of cloud computing architectures (i.e., resource pooling, on-demand self-service, scalability, elasticity, security, and serverless computing). Directs the process for and/or participates in the evaluation of business requirements and determines which cloud tools and services are best fit for a specific purpose
Requires expert knowledge to connect disparate elements of various cloud and local resources into a single environment using integration platforms and tools (i.e., PaaS). Independently identifies and optimizes various cloud resources to increase efficiency and/or lower cost of solutions
May monitor end-to-end performance, adjust networks for particular applications, and add different services on demand
Qualification
Required
Bachelor's degree or equivalent experience
8 years of minimum experience
Expert knowledge of the principles, methods, and tools required for the coordinated management of an architectural program
Expert knowledge of systems controls, system development lifecycle, system security, and systems design
Expert knowledge of principles and techniques related to user behaviors, needs, and motivations
Expert knowledge of technology options available in the market and skilled at assessing their viability for meeting Division and/or Board needs
Expert knowledge of technology compliance and information security management
Expert knowledge of key components of cloud computing (i.e., Software-as-a-Service, Infrastructure-as-a-Service, and Platform-as-a-Service)
Expert knowledge of cloud computing architectures (i.e., resource pooling, on-demand self-service, scalability, elasticity, security, and serverless computing)
Intermediate to expert knowledge in cloud technology, IT program management, project management, system controls, system development lifecycle, system security, systems design, technical process improvement, technical support, technology assessment and strategy, technology compliance, architecture frameworks, change management, product management, and privacy risks
Ability to direct enterprise strategy, strategic planning, business process improvement, privacy analysis and risk mitigation, implementing IT frameworks, and stakeholder management
U.S. citizenship required
