State Comptroller Assistant Division Director (General)
The Connecticut Department of Administrative Services is seeking an Assistant Division Director for the Office of the State Comptroller to assist in directing the Central Accounts Payable division. The role involves overseeing statewide processing of pay cycles and vendor payments, ensuring compliance with federal and state reporting requirements, and managing audits and asset management functions.

Responsibilities
Direct and oversee staff responsible for statewide processing of pay cycles and vendor payments for all state agencies through the Core-CT Accounts Payable, Payroll, and Retirement modules, including annual OPM rental rebate processing
Oversee and ensure compliance with federal and state reporting requirements related to IRS information returns, including completion of Forms 1099-MISC, 1099-NEC, 1099-G, 1099-I, and 1099-S
Manage delinquent tax and lien offset processes
Oversee OFA financial sanctions compliance and provide guidance and technical assistance to agencies as needed
Direct and oversee audits of financial transactions, including expenditures, purchasing activities, asset management, petty cash, and trustee accounts
Oversee centralized statewide functions related to the state Purchasing Card (PCard) program
Establish, implement, and disseminate statewide systems security policies and procedures
Audit system security roles in accounting systems to ensure appropriate access controls
Establish, implement, and maintain statewide fiscal policies and procedures to ensure compliance with federal laws, IRS regulations, GASB statements, and state statutes
Review and coordinate documents related to assignment and assumption of state contracts, serving as a liaison between contracting agencies, other state entities, and Core-CT
Oversee asset management functions
Develop reporting and conduct data analysis
Perform other ancillary accounts payable functions
Qualification
Required
Nine (9) years of experience in accounting, auditing, or business management with major responsibilities in the accounting area
Two (2) years of the General Experience must have been in a supervisory capacity
Considerable knowledge of relevant state and federal laws, statutes, and regulations
Considerable knowledge of accounting principles and practices including governmental accounting, accounts payable procedures, and/or payroll accounting
Knowledge of and ability to apply management principles and practices
Knowledge of commercial business practices, particularly accounts receivable practices and procedures
Knowledge of fiscal and payroll practices and public payroll audit procedures
Knowledge of application of EDP equipment to accounting systems
Considerable interpersonal skills
Considerable oral and written communication skills
Considerable ability in analysis and preparation of complex and comprehensive financial statements and reports
Preferred
Experience in a high-volume accounting operation including vendor management, accounts payable, and electronic payment methods
Experience in a supervisory role including supervision of multiple professional level staff in an accounting, auditing, fiscal or other closely related field
Experience with query writing with plSQL, with a demonstrated ability to analyze and understand budget, financial, and actuarial reports and manipulate large sets of complex financial data to produce high level reports
Experience with internal controls and risk management related to financials, with focus on accounts payable processes
Experience in leadership roles, working with staff and external partners
Experience communicating with a diverse populations, including verbal, written and interpersonal communication, along with experience presenting to professional and leadership audiences
Experience in project management, especially related to process improvement and implementation of new initiatives
Experience with interpreting and applying IRS regulations and pronouncements to provide proper IRS reporting
Experience working with key partners including Core-CT, state agencies and vendors
Experience with creating an effective, collaborative work environment
Experience with interpreting federal and state statutes, audit findings, and recognized industry standards and suggesting adjustments to policies and procedures as needed
Experience with Microsoft Excel with specific attention to pivot tables, advanced formulas, and macros or VBA programming
Experience with Microsoft Access with specific attention to developing advanced Access Databases for multiple users
