Director of Human Resources
Greater New Bedford Regional Vocational Technical High School is seeking a Director of Human Resources to lead and manage all HR functions. Responsibilities
Provide leadership to district office administrators, building principal, school committee members and district staff regarding management and oversight of Human Resources, leads human resource initiatives for the administration and provides resources and information to district personnel concerning human resource related issues by assisting all personnel with work-related concerns
Plan, organize and implement all human resource functions of Greater New Bedford Voc-Tech. These functions include, but are not limited to, personnel, labor relations and regulatory compliance
Advise the Superintendent on a variety of employment topics/concerns for the purpose of ensuring he/she is current on relevant concerns
Develop and maintain adequate record keeping systems for all personnel, personnel actions, contract disputes and legal proceedings concerning employee-management relations
Supervise personnel record keeping procedures for the purpose of personnel processes are in compliance with District, State and Federal requirements
Support the School Committee and Superintendent in contract negotiations and collective bargaining for the District
Act as an advisor to administrators, managers and supervisors on issues related to employee discipline and employment for the purpose of ensuring consistent application of policy
Participate as a member of the Superintendent’s District Leadership Team
Coordinate activities of bias-free recruitment, screenings, and recommendations of employment of diverse applicants as directed by the Superintendent. Oversee placement of advertisements and preparation of postings for School Spring, as appropriate, announcing each job opening in the district and soliciting applications. Ensures that the selection procedures comply with federal and state regulations and the union contracts
Build recruitment and retention plans that focus on hiring and retaining professional and classified staff with a particular focus on hiring and retaining minority employees
Collaborate with the district personnel to develop recruitment strategies to meet annual diversity goals set by the Superintendent. Track employee demographics for the purpose of annual reporting
Establish protocols and a system with the district personnel for reporting, tracking, and monitoring incidents of bias, racism, and discrimination
Coordinate with the interview committee for scheduling, documentation, and selection process to present to the Superintendent
Oversee employee background checks including CORI, SORI and fingerprint processes for the purpose of ensuring District compliance with applicable state regulations
Create, implement, and update personnel policy handbook with Handbook Committee
Maintain and update a complete file of job descriptions for the district
Maintain all district personnel files in accordance with state and federal regulations
Maintain performance evaluation files of all staff in accordance with state regulations
Ensure that all staff possess and maintain appropriate credentials and licensure at the point of hire and throughout employment tenure
Direct annual production, distribution and payment of wage documents (e.g. contracts, wage notices, letters of assurance) for the purpose of ensuring employees are paid properly
Participate in labor negotiations, as needed, with bargaining units, arbitration and administrative hearings; assuring compliance with employment laws and regulations
Investigate grievances and/or complaints from or about employees (e.g. sexual harassment, pay and/or assignment disputes, etc.)
Direct overall substitute-teacher program for the purpose of ensuring adequate substitute teachers are available on a daily basis
Oversee student insurance reporting
Oversee the leave of absence processes ensuring compliance with state and local laws
Oversee compliance with the state and federal anti-discrimination and accommodation requirements such as those provided by ADA, Title VII, Title IX, Section 504, M.G.L. c. 151B, USERRA, and other similar enactments
Ensure that all work-related injuries are properly reported, employees receive necessary safety information, medical treatment, and are returned to full work duties as quickly as possible
Collaborate with the School Business Administrator to monitor position control for the purpose of ensuring FTE allocations are within the District budget
Ensure employee notification of district insurance benefit plans, for the purpose of ensuring open enrollment and COBRA information is completed in a timely manner
Conduct staff exit interviews for purposes of improving district practices
Reconcile all benefits with Accounts Payable and Payroll monthly to ensure all employees are properly insured
Perform other duties as required by the Superintendent-Director
Qualification
Required
Bachelor's Degree required
Master's Degree or Juris Doctor preferred
(SHRM) certification or eligible for SHRM certification
>5 years of Human Resource experience working in a school or municipal setting
Experience working in a unionized environment
