Responsibilities
Analyze, design, and maintain information systems; assist senior analysts and consult with management and users to determine the needs of the system
Specify inputs and format outputs to meet users’ needs; adhere to departmental standards in program development and system design to maintain a structured environment
Work with senior analysts to complete a system design or modification
Research new hardware and software products to enhance existing and future systems
Document functional and non-functional requirements for technology solutions
Review existing applications to define problems and information processing requirements; assist ComIT staff in developing and preparing design docs, testing, troubleshooting, and corrective actions
Develop diagrams and flowcharts for system design; under direction of senior analysts, prepare informational systems documentation to provide historical and operating data on an automated system
Research the capability of various systems; participate in the testing and debugging of programs and systems
Execute tests and observe behavior of the system to validate performance
Use Software Development Life Cycle (SDLC) methodologies
Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workloads and department needs
Qualification
Required
Requires a Bachelor's Degree in an Information Technology related field; OR any combination of education (above the high school level) and/or professional progressive IT experience equivalent to four (4) years in fields utilizing the required knowledge, skills, and abilities in systems analysis, design and implementation of IT business applications; and associated with such positions as Systems Analyst, Systems Business Analyst or Programmer Analyst
May be required to have a current and valid driver's license
Preferred
Understanding of Agile Scrum and Project Management methodologies
Bachelor's degree or higher, preferably in Computer Science or related IT field
Experience building web applications utilizing .NET, C#, VB.NET, ASP.NET, CSS, HTML, JavaScript, React, Node.js, Web API, .NET Core
Experience with front-end and back-end development, REST/SOAP services
Experience working with JavaScript frameworks – AngularJS, React and tools like Grunt and Gulp; JQuery and Bootstrap; Version control systems – Git
API design and development skills, CRUD (Create, Read, Update, Delete), RESTful Services
Experience with Server-side languages – .NET Framework, .NET Core, PHP, Python, Java
Experience with relational databases, design, development – SQL Server, Oracle, T-SQL, PL/SQL, SSRS, SSIS
Database technologies – SQL Server, Oracle, MySQL, PostgreSQL and MongoDB
Working with Cloud services – Amazon Web Services, Azure, Google Cloud or Hybrid
DevOps experience – Serverless, Continuous Integration & Deployment, and Containerization
Experience using OO Analysis and Design, XML, JSON, RDMS modeling and Design, SSIS (SQL Server Integration Services), SSRS (SQL Server Reporting Services)
Experience with COTS (Commercial-Off-The-Shelf) implementation and support, integration of legacy and third-party systems, building and consuming REST and SOAP API's
Experience implementing, configuring, customizing, and integrating 3rd-party software solutions
Experience working in mid-size to large project teams and demonstrated knowledge and experience in agile scrum and project management methods
Experience with utilization of SDLC tools and processes – wireframing, storyboarding, code reviews, git, source control
Broad experience in programming practices, software engineering principles, distributed and multi-tier application architecture
Knowledge and experience in projects including SDLC design and development to include analysis, requirements, testing and integration
Experience providing formal and informal training, mentoring and function as Lead Developer as needed
