Assistant General Counsel
Texans for Lawsuit Reform (TLR) is seeking a highly skilled attorney to join its legal team as Assistant General Counsel reporting to the General Counsel. This attorney will work directly with the Chief Executive Officer and General Counsel in advancing TLR’s legislative, legal, and policy priorities.
Responsibilities
Draft, analyze, and redline proposed legislation and amendments
Monitor and interpret legislative activity across both chambers
Negotiate legislation with legislators, staff, stakeholders, and lobbyists
Testify before legislative committees and prepare others to testify
Develop concise advocacy materials such as one-pagers, talking points, and briefing memos
Conduct thorough legal research on statutory, regulatory, and common law issues affecting TLR’s mission
Draft and edit amicus briefs in cases of significance to the Texas civil justice system
Author and edit scholarly articles, white papers, and internal memoranda on civil justice and tort reform policy
Review external communications for legal accuracy and strategic consistency
Identify cases of strategic importance for potential amicus participation
Coordinate with outside counsel on amicus filings and other litigation-related projects
Track judicial decisions and trends in Texas courts and assess their implications for TLR priorities
Represent TLR in meetings with legislators, staff, coalitions, industry groups, and allied organizations
Deliver public presentations and speeches on TLR’s issues and broader civil justice matters
Build and maintain relationships with legal experts, academics, and policy partners
Provide timely legal advice and counsel to TLR leadership on legislative, political, and organizational matters
Anticipate emerging legal and policy issues that may affect TLR’s advocacy or litigation strategy
Contribute to the development of long-term strategies for civil justice reform in Texas
Qualification
Required
Juris Doctor (J.D.) degree from an accredited law school
Licensed to practice law in Texas; member in good standing with the State Bar of Texas
Minimum of five years of experience in one or more of the following: 1) Legislative process and advocacy in Texas, or 2) Texas-based civil litigation with strong exposure to procedural and substantive issues affecting the civil justice system
Exceptional legal writing and oral communication skills
Proven ability to draft legislation, legal documents, and persuasive written materials
Strong research and analytical skills with close attention to detail
Ability to thrive in a collaborative, fast-moving environment with an 'all-hands-on-deck' mentality
Professional presence and credibility with legislators, stakeholders, and the public
