Special Education Funding Specialist - Education Finance Consultant 3

As the Special Education Funding Specialist, you will lead the calculation of state special education aid and provide consultation to policymakers and local program administrators while conducting compliance analysis and education finance research.

Responsibilities
Validating state special education aid calculations
Conducting annual analysis of compliance with federal requirements for maintenance of efforts under Part B of IDEA
Administering the special education formula driven programs through the MEGS system
Providing consultant to state policymakers and local program administrators
Performing and conducting education finance research, analysis and policy development
Qualification
Required
Five (5) years of professional public finance policy administration, development or analysis experience at the federal, state, regional or local level, where at least one year must involve: Responsibility for providing direct assistance to local agencies with special education finance, or financing and fiscal operation for K-12 programs at a federal state or regional agency; OR Responsibility for budgeting and fiscal operation at a K-12 school/district providing special education and related services
A bachelor's or master's degree in educational administration, finance, economics, statistics, mathematics, business administration, public affairs, accounting or closely relate field substitutes for one (1) year of professional experience
Highly proficient in MS Excel
Proficient in MS Word and MS Access
Familiar with data queries
Proficient in critical thinking and problem solving
Effective with written and verbal communication
Proficient in human relations
Preferred
Knowledge of federal and state laws and regulations governing special education funding
Working knowledge of MEGS, UFARS, MARSS and SEDRA as it relates to special education
Experience in large, complex database management, including design specifications, query and analysis
Proficiency in developing funding calculations models using SPSS, or similar software, and MS Excel at a high level
