Program Manager, Payroll and Human Resources

The University of Maryland Center for Environmental Science is seeking a Program Manager for Payroll and Human Resources. This role is responsible for managing all payroll and HR programs, ensuring compliance with policies and laws, and serving as the primary liaison to central HR and Payroll departments.

Responsibilities

Manage all day-to-day payroll and HR programs for the department
Serve as the department’s authoritative subject-matter expert for faculty, staff, and students
Exercise independent judgment and decision-making authority in managing bi-weekly payroll for over 500 employees
Ensure compliance with UMD policies and procedures and various federal and state laws
Resolve issues, improve operational efficiency, and maintain data integrity
Administer the end-to-end payroll, appointment, onboarding, and offboarding processes for faculty, staff, and graduate assistants
Analyze payroll and HR data, interpret and apply University policy, and develop departmental procedures and resources
Serve as the primary liaison and departmental representative to central HR, Payroll, Benefits, the Graduate School, and partner units

Required

Bachelor's degree from an accredited college or university
Three (3) years of professional human resources or payroll experience
Knowledge of payroll policies and procedures, and federal, state, and other applicable payroll related laws, rules, regulations, and ordinances
Knowledge of human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances
Skill in the use of Microsoft Office and Google Suite products
Skill in oral and written communication
Ability to multitask and prioritize assignments
Ability to analyze situations and determine the best recourse for response
Ability to interpret and apply policies, procedures, regulations, and laws

Preferred

5 years of payroll/HR experience in higher education
