Responsibilities

Investigate liability and workers' compensation claims against the City; schedule interviews with City staff and the public, virtually and in-person, for the purpose of data collection; and analyze and evaluate the city’s liability exposure and compensatory damages
Participate in subrogation of claims for the City by actively pursuing third parties for payment
Analyze and evaluate legal liability and damages, including subrogation, mitigating, negotiating, documenting progress, managing litigation, and settling claims, address questions of coverage, liability, subrogation, and damages
Assess and evaluate the facts, damages, and extent of injuries/property damage
Recommend/set reserves in determining legal rights of recovery; monitor and assess claim reserves throughout the claim life
Mitigate, negotiate, and prepare settlement agreements up to established authority levels
Provide assistance and resolve problems/complaints in a courteous, efficient, professional, and timely manner
Respond to public and staff inquiries in a courteous and timely manner; provide information within the area of assignment
Attend and participate in professional development meetings
Thoroughly document claim activity in claims database; provide prompt detailed responses to appropriate parties including claimants and attorneys
Work with citizens, stakeholders, and attorneys to review, adjust and settle claims
Document files; provide a sound tracking system for reporting and closing cases; and establish and maintain records, files, and historical data
Respond to all types of requests and inquiries
Ensure compliance with all federal, state, and local laws, codes, and regulations

Required

Bachelor's degree from an accredited college or university with major coursework in finance, business administration, public administration, legal/paralegal, or other research-intensive field
Three years of full-time professional analytical experience processing and adjusting liability, benefits, or insurance claims
Knowledge of Colorado Governmental Immunity Act (CGIA)
Knowledge of Colorado Workers' Compensation Act
Knowledge of claims investigation to determine city's liability, negotiate and settle claims according to city's policies and procedures
Knowledge of pertinent federal, state, and local laws, codes and regulations
Knowledge of principles and procedures of record keeping evidence preservation, technical report preparation, admission reporting, and submission
Knowledge of modern office technology and supporting software programs and database applications
Ability to learn and apply pertinent federal, state, and local laws, codes and regulations
Ability to apply the Colorado Governmental Immunity Act (CGIA) to incoming liability claims to determine the city's immunity
Ability to apply the Colorado's Workers' Compensation Act to employee injury claims
Ability to stay up to date on requirements pertaining to claims law, state compensation law, policies, procedures, benefits, and damage assessment methods
Ability to read and review both property and auto estimates for damage; read and review medical records and reports
Ability to maintain confidentiality of all types of records and files
Ability to be flexible, adaptable, and manage competing priorities
Ability to communicate clearly and concisely, verbally and in writing
Ability to establish and maintain effective working relationships
Ability to work in a fast-paced environment and be a solutions-oriented team player; work collaboratively with all departments
Ability to execute work with a high level of accuracy and a strong attention to detail
Ability to demonstrate a high level of customer service
Ability to engage in advanced negotiating and settlement meetings

Experience handling progressively more complicated liability and subrogation claims
Experience handling progressively more complicated workers' compensation claims
Public sector risk management or claims experience
Experience using Origami
Experience with Microsoft Office applications
Strong negotiating and settlement skills
