Responsibilities
Assists with the administration and operation of WRA’s Industrial Pretreatment Programs including its FOG Program and Hauled Waste Program
Aids WRA management in maintaining compliance with the Des Moines WRF’s National Pollutant Discharge Elimination System (NPDES) permit and other State and/or Federal requirements
Assists with preparing regulatory documents such as notices of violation, inspection reports, approval letters, compliance tracking and reporting, and other enforcement response actions
Performs field sampling duties associated with the Des Moines WRA’s industrial users, the Des Moines WRF, the collection system, and other sites
Operates and maintains sampling and monitoring equipment
Provides education to the public through outreach, website content, printed materials, public speaking engagements, and other means regarding wastewater and/or the WRA
Aids in the general function of the Des Moines WRF and City of Des Moines, as the Operating Contractor for the WRF, as needed for day-to-day function of the public utility and local government
Works with WRA member communities to investigate issues related to discharges to the Public Owned Treatment Works (POTW)
Performs laboratory tasks and general wet chemistry testing
Works with WRA subcontractors to maintain the daily functions of the WRF laboratory and its various sampling requirements and protocols
Reads and aids in interpretation and enforcement of local ordinance
Performs regulatory compliance inspections and investigations at commercial facilities
Assists with maintaining databases of industrial users
May assist with review of various applications, facility plans, and related documents
Maintains communication with commercial food service establishment representatives and licensed waste haulers regarding compliance with the WRA’s FOG program
Follows safe work practices and standard operating procedures/guidelines to complete tasks
Performs related duties as required
Qualification
Required
Graduation from an accredited college or university with a Bachelor's Degree in Environmental Science, Chemistry, Biology, Environmental Engineering, or closely related field
Two (2) or more years of experience in environmental regulatory compliance or wastewater operations at a Grade II or higher wastewater treatment facility
Possession of a Grade II Wastewater Operator License with the Iowa Department of Natural Resources within 18 months of hire
Possession of a valid State of Iowa motor vehicle operator's license
Candidates for positions in this class must pass a post-employment background check, physical examination, and drug screen
