Director of Human Resources

Responsibilities

Provides counsel and guidance to department heads regarding employment issues, including termination letters, relevant policies and guidance regarding how to handle various human resource problems/issues
Develops a vision and plan for organizational training initiatives, recruitment and retention and employee benefits; builds and maintains partnerships with the Police and Fire departments to provide assistance in recruitment efforts
Supervises human resources staff; plans, prioritizes, and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance; provides technical guidance, assistance, and training; meets regularly with staff to discuss and resolve workload and technical issues; develops work plans, and assures required deadlines are met; reviews work and verifies the accuracy and efficiency of work activities
Interprets and explains the City’s human resource policies, procedures, rules, and regulations
Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance
Provides various statistical data and reports to the City Manager and/or the City Council
Attends meetings with senior executives, managers, supervisors, employees
Develops and implements departmental budget
Performs various special projects and assignments from the City Manager and/or the Deputy City Manager
Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned
Provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency
If appointed by the Civil Service Commission, will serve as the Civil Service Director
Extensive knowledge of Civil Service laws, rules and regulations
Understanding of Collective Bargaining, Chapters 143 and 174 of the Texas Local Government Code and related rules, regulations and caselaw
On occasion attend City Council meetings, provide presentations to City Council on employment matters, including compensation and contracts and assist City Council with evaluations of Council Appointees, and other matters as necessary

Required

Bachelor's Degree in Human Resource Management or a related field
Five years' experience in human resource management
Must be familiar with Civil Service systems
Society of Human Resources Management certification (within 6 months of employment)
Must possess a valid Texas Driver's License

Preferred

Master's degree or JD
Experience with Texas Local Government Code Chapter 143, Collective Bargaining and labor unions
