Responsibilities

In collaboration with the ED, Treasury, oversees and manages Cash Management Operations such as monitoring daily bank activity, forecasting cash flow using various modeling techniques, establishing a daily cash position that allows for the best possible utilization of cash resources, transferring funds across financial institutions for funding purposes, pooling available cash for investment, managing/mitigating financial risks, funds collateralization, and ensuring adequate liquidity is available to meet ongoing financial requirements. Responsible for the administration of deposit activities across the system to include currency, coin and remote check deposit, courier services and change fund usage
Assists ED, Treasury with the execution and management of the System's Investment Management program, including economic and market analysis, investment analytics, transaction execution and settlement, portfolio performance monitoring, and investment policy and strategy compliance. Middle and back-office activities including data management to ensure timely and accurate valuation and reporting of all invested assets, and various compliance, audit, and settlement/safekeeping functions
Hires, trains, develops, manages, directs the duties of, and evaluates a team of Treasury employees, and temporary personnel, providing leadership, coaching, career development, and disciplinary actions. Works closely with senior management and employees to improve work relationships, build morale, enhance productivity, and increase retention, while ensuring that employee goals are aligned with departmental goals and Key Performance Indicators are achieved. Manages personnel budget
Acts as the technical Subject Matter Expert (SME) for the System's treasury operations function and its complex methods and procedures including Commercial Banking, Cash Management, Debt Management, and Property Tax Operations. Acts as the SME for the ERP Treasury Module(s) and other related systems
Leads and/or provides guidance in the resolution of problems that are complex and diverse, requiring strong professional judgement and creative solution development. Performs complex, system-wide financial analyses to support problem resolution and data-driven decision-making. Prepares executive-level reports and presentations. Trains a team of Treasury staff in financial analyses methodologies and procedures
In collaboration with the ED, Treasury, leads the development of Requests for Qualifications (RFQ) and Requests for Proposals (RFP) associated with treasury operations services such as armored car, depository, merchant, financial advisory, broker/dealer, and safekeeping services for the system. Monitors and analyzes the associated service expense budgets
Reviews and verifies the work of Treasury and other departments'-- General Accounting, Asset Management, and Property Services'by providing documentation and information related to treasury activities for inclusion in staff journal entries, reconciliations, fund transfers, regulatory reports, and management reports
Collaborates with the Executive Director of Treasury to ensure effective management of commercial and custodial banking relationships, maintaining optimal of services and account structures. Oversees bank account and treasury service administration, including the opening, closing, and maintenance of accounts, in alignment with system needs
Ensures weekly, monthly, quarterly, and annual analyses and reports, both internal and external, are completed both accurately and on time in accordance with applicable laws, regulations, policies, and procedures. Ensures timely departmental compliance with audit procedures and requirements. Manages departmental document and workpaper archival and retention
Continuously reviews, analyzes, and evaluates processes and operations, in collaboration with the ED Treasury, for compliance with regulatory requirements, LSC policies, and professional standards, and for improvement opportunities
Directs and manages, for a team of employees, the development and maintenance of desktop procedures, as well as the execution of cross-training ensuring continuous operations of critical functions. Documents and reviews associated roles and responsibilities

Required

Bachelor's degree and at least 5 years of experience, or an equivalent combination of education and experience
Bachelor's degree in Accounting, Business, Finance, Economics or a related field
Experience must include at least 3 years in a management level position
Advanced knowledge of industry-leading treasury operations, functions, and practices
Knowledge of Generally Accepted Accounting Principles (GAAP) for governmental entities as established by the Governmental Accounting Standards Board (GASB)
Excellent mathematical and financial modeling skills
Strong data management skills with the ability to recognize, query and retrieve data from ERP and other financial information systems
Ability to perform complex, financial, and statistical computations as well as providing analysis of various types of data with a high degree of accuracy and integrity
Intermediate Excel skills to perform complex financial and statistical calculations, organize and analyze large data sets, and create meaningful charts and graphs
Ability to interpret detailed financial data, converting it to data-based reports and recommendations
Excellent communication skills, both oral and written, with the ability to effectively communicate complex financial concepts to people at all levels
Strong ability to share knowledge and train others
Proven project management skills that lead to timely completion of projects and routine work
Ability to effectively envision, develop, and implement change that aligns with organizational goals
Ability to develop strong, trusting relationships to gain support and achieve results
Excellent decision-making, conflict resolution, and problem-solving skills
Ability to learn to serve as the Subject Matter Expert (SME) for ERP Treasury Module(s) and other related systems

Preferred

Master's degree in Accounting, Business, Finance, Economics or a related field
At least one of the following professional certifications; Certified Treasury Professional (CTP), Financial Planning & Analysis Certification (FPAC), Certified Public Accountant (CPA), Certified Management Accountant (CMA) or Chartered Financial Analyst (CFA)
Current Texas Public Funds Investment Act certification
