Responsibilities

Responsible for the administration of health insurance and related benefits for employees and retired employees. This includes maintaining enrollment/disenrollment in benefit plans, utilizing health care carriers on-line enrollment systems and providing education and resource materials on plan benefits
Works with Benefits Managers in the administration of self-insured benefits including interpretation and application of program parameters
Responds to employee and retiree benefit inquiries and assists with the resolution of coverage of claim matters including health care provider billing issues
Presents benefit information for large and small group settings using appropriate format
Reviews monthly insurance and benefit plan bills and invoices
Acts as account manager for Medicare Retiree Drug Subsidy program, maintaining an electronic eligibility list and assisting with annual plan application and requests for subsidy payments
Maintains information on health policy, legislative and regulatory trends impacting employee benefits
Works with third party administrator to manage COBRA participants
Maintains the Human Resources Information System and maintains databases on benefit enrollment and costs; sick leave bank enrollment/rosters; seniority listings and other contractual information. Maintains benefit information on CSEA intranet
Secures temporary personnel through temporary employment services and reviews approves invoices
Assists with calculations and effectuates changes in payroll based on contractual provisions
Assists in the coordination/preparation of material and may attend and take minutes of meetings
Assists in the coordination of staff events and community activities
Performs and/or assists with building management functions including the maintenance of building security/access and parking lot assignments
Performs other duties as assigned

Required

Associates Degree in Human Resources, Business Management or a related field and two years of experience in administering employee benefits
High School Diploma or equivalency and four (4) years administrative experience pertaining to employee benefits, labor relations or a related field
Proficiency in computer applications including excel preferred
An acceptable combination of education, training and experience
