Chief Financial Officer
The Federal Energy Regulatory Commission (FERC) is a highly ranked mid-size agency seeking a Chief Financial Officer (CFO) for the Office of the Executive Director. The CFO will lead financial operations, manage audits, and oversee the Commission’s budget while ensuring compliance with financial regulations and maintaining financial integrity.

Formulates and executes the FERC budget
Directs and maintains accounting systems and reporting operations in compliance with Treasury, OMB, and GAO standards
Ensures compliance with the CFO Act by developing and implementing policies and procedures for effective financial management
Manages financial statements and reports in accordance with OMB guidance and ensure favorable audit outcomes
Directs procurement, contracting, and purchasing programs and activities
Qualification
Required

A one-year probationary period may be required
A background investigation is required
This is not a bargaining unit position (AFGE Local 421)
Generally, male applicants must be registered with the Selective Service
Relocation expenses will not be paid

Demonstrated accomplishments in federal acquisition and procurement including both policy development and operation of a contracting office
Knowledge of the CFO Act of 1990 and demonstrated experience interpreting and analyzing OMB and Treasury regulations, policies and statutory requirements governing the use of Federal funds, and reporting requirements
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university
If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency
Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9
Federal law requires verification of the identity and employment eligibility of all new hires in the U.S
FERC also participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify)
Attend a mandatory ethics training
We are governed by the Office of Government Ethics (OGE) Standards of Conduct, the criminal conflict of interest statutes, and FERC's supplemental ethics regulation, which specifically prohibits FERC employees from holding certain energy-related securities
To comply with these regulations and statutes, divestiture of at least some energy securities is likely to be required after you begin employment
If selected, you may also be required to file a financial disclosure statement within 30 days of appointment
Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders
Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement
The Commission structures its SES positions into categories (i.e. tiers) to determine the pay range for each position
The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Agency
