Oil and Gas Inspector - HYBRID

Responsibilities
Determine compliance with air pollution regulations by conducting field inspections throughout Colorado, at times using an IR camera; comparing and analyzing data collected; compiling, computing and verifying emission calculations; writing inspection reports of at least EPA Level II quality; evaluating source submitted documents; and updating emission inventory systems
Discuss any alleged violations with the supervisor and the source so issues of non-compliance are resolved as expediently as possible
When violations are identified, discuss enforcement recommendations with the supervisor and participate as a technical specialist in subsequent enforcement actions
Provide assistance to sources on a variety of topics, including state and federal air regulations, permitting requirements, and air pollution control requirements
Present findings of fact that support alleged violations, synthesize pertinent information observed or provided during the field inspection, and communicate facts to supervisors, source representatives, legal counsel, consultants, and industry experts
Assist supervisors, manager, and CEP Enforcement Unit Supervisor, Program Manager and staff in initiating, negotiating, and settling enforcement actions
Participates in workgroups that oversee compliance with certain programs or sections of regulations and other special projects as assigned
Attends staff meetings to stay informed of Division procedures, policies, and overall goals
Participates, as warranted, in meetings to educate and inform co-workers of special interest topics and other relevant regulatory, enforcement, or inspection-related information
Work with a supervisor to provide feedback and support regulatory and policy development as needed
Attend training courses related to air quality, or other relevant topics, to obtain the skills necessary to become a fully trained inspector
Investigate air quality (including odor) complaints to assess potential violations and document activities with inspection reports or Division databases
Analyze information reported, requested, or facts presented by complainants and communicate regulatory applicability, the Division’s procedural process or limitations to address citizen air quality related inquiries
Attend staff meetings to stay informed of Division procedures, policies, and overall goals
Participate, as warranted, in meetings to educate and inform co-workers of special interest topics and other relevant regulatory, enforcement, or inspection-related information regarding inspection techniques and the IR Camera
Contribute to collaborative research efforts with internal or external partners by sharing IR inspection data, coordinating supporting IR inspection efforts, or similar assistance
Attend meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor
Qualification
Required
This position is only open to residents of the State of Colorado at the time of submitting your application
Four (4) years of experience in an environmental or regulatory field which included regulatory compliance, conducting field inspections, and/or enforcement activities related to air pollution inspection and enforcement or a closely related field as determined by the department
A combination of related education (relevant education includes: environmental science, engineering, chemistry, physics, geology, biology, or closely related field) and/or relevant experience in environmental, regulatory, or policy field which included regulatory compliance, conducting field inspections, and/or enforcement activities related to air pollution inspection and enforcement or a closely related field as determined by the position equal to four (4) years
A pre-employment background check will be conducted as part of the selection process
TRAVEL: 35% spent traveling for inspections and complaint investigations throughout the state. Travel will often require evening and overnight stays
Preferred
Previous State Service related to the work assigned to the position
Experience gathering, analyzing, and interpreting data for program monitoring or decision making purposes
Experience interpreting or implementing state and/or federal air quality regulations
Experience writing technical documents
Experience providing compliance assistance
Experience communicating both orally and in writing to a wide range of audiences
Excellent interpersonal skills
