Responsibilities

Lead the implementation, scaling, and optimization of ECM care management programs
Oversee day-to-day ECM operations across counties, health plans, and care delivery models
Establish and monitor ECM KPIs, performance dashboards, and data-driven improvement plans
Ensure compliance with DHCS ECM requirements, CalAIM policies, and health plan contracts
Supervise, train, and support care management leadership and frontline teams
Partner with leadership on budgeting, forecasting, and operational sustainability
Support ECM expansion efforts, payer readiness, and implementation of new contracts
Collaborate cross-functionally with clinical, finance, technology, and community partners

Healthcare operations leadershipCare management experienceMedicaid knowledgeAnalytical skillsStakeholder collaborationCommunication skills

Required

Bachelor's degree in Business, Health Administration, Nursing (RN), or related field required
3+ years of leadership experience in healthcare operations, care management, or population health
Strong operational, analytical, and process-optimization skills
Excellent communication and stakeholder collaboration abilities

Preferred

Master's degree
Experience with Medicaid, ECM, care coordination, or value-based care strongly preferred
