Engineering Specialist - Signal Timing
Pinellas County Government is seeking an Engineering Specialist for Signal Timing. The role involves overseeing the preparation and review of traffic signal timing plans and managing complex public works projects related to transportation systems.

Responsibilities
Develops or reviews consultant traffic signal timing plans and signal base controller times that may include recommendation for signal modifications and field implementation
Operates an advanced traffic control systems including database management, scheduling, failure evaluation, and repair response functions
Performs work in the repair, modification and programming of electric, electronic and electro-mechanical equipment, down to the component level
Provide in-house design for transportation systems improvements
Provides troubleshooting and testing of all traffic signal related equipment in the field or electronics shop. On call by phone 24/7 to assist traffic signal technicians with troubleshooting field malfunctions
Supervises technical personnel and checks for accuracy in computations
Performs other related job duties as assigned
Qualification
Required
Florida Driver's License or Florida Commercial Driver's License and endorsement, if any
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations
Five (5) years of experience in the use of AutoCAD systems including three (3) years of experience in engineering design; or
Five (5) years related experience in transportation, electronics or computer systems operations; or
Graduation from an accredited college or university with major course work in civil engineering with a basic understanding of the use of CAD systems; or
An equivalent combination of education, training and/or experience
Eight (8) years highly responsible experience in engineering, transportation, computers, or electronics; or
Bachelor's degree in civil engineering, electrical engineering, computer sciences or related field with a basic understanding of the use of CAD systems, and four (4) years of experience in the design, review or construction of public works or utilities projects; or
An equivalent combination of education, training and/or experience
Knowledge of the principles and practices of civil engineering and advanced mathematical applications to surveying and engineering computation
Knowledge of the principles and practices related to traffic control systems and signal timing
Knowledge of the principles, techniques and practices of topographic or hydrographic surveying, land surveying and traffic engineering
Knowledge of modern development, current literature and sources of information on public works design, construction, operations and maintenance
Skill in the use of engineering instruments and equipment and ability to utilize computer applications to engineering design, drafting and mapping
Ability to work with minimum supervision under broad guidelines and obtain, analyze, summarize and maintain transportation systems technical engineering data and records
Ability to identify and analyze ITS/ATMS operational and technical issues and resolve independently
Preferred
Knowledge of computerized Traffic Signal analysis software for capacity analysis and signal timing plan development
Knowledge of the principles, techniques, standard operating procedures, materials, tools and equipment used in the advanced transportation management system (ATMS), traffic studies, and analysis
Skill in use of engineering instruments and equipment and ability to learn computer applications to engineering design, drafting, mapping and plans
Ability to interpret and communicate, both verbally and in writing, data from engineering plans, diagrams and complex reports
