Oil and Gas Permit Engineer - EIT I - HYBRID
NEOGOV is seeking an Oil and Gas Permit Engineer - EIT I to join the Department of Public Health and Environment. This entry-level position involves conducting engineering reviews of permit applications related to oil and gas operations and providing compliance assistance to the regulated community.

Responsibilities
Conduct review of air pollution permit applications for major, synthetic minor, and minor sources, and facility-wide permits
Includes identification of emission points, analyzing data to determine types of pollutants emitted, calculation of emissions, basic air dispersion modeling, determination of applicable federal and state requirements and source compliance, writing of public comment notices, and issuance of permits and exemption letters
Includes interaction with applicants, staff, public and local inspectors, to include the following: Exchanges information - Obtains information from submitted permit applications and APEN forms and directly from applicants
Explains regulations and permitting requirements to applicants and their agents, the public, local agencies and internal staff
Discusses permit enforceability and regulatory development issues with other Division staff
Detects - Detects if information submitted is accurate and complete and contacts permit applicants and/or their agents to clarify what has been submitted and/or to request additional information if the submittal is not complete
Secures - Works with enforcement staff and sources to secure regulatory compliance by identifying and resolving permitting-related compliance issues
Interact with applicants and the public to provide information and guidance and clarify official policy and procedures pertaining to program goals and AQCC regulations
Review agency and work unit guidance documents and permit application materials prior to distribution to ensure clarity
Analyze and interpret federal clean air act regulations as they apply to oil and gas production
Provide technical assistance to oil and gas facility owners and operators
Instruct facility owners/operators about how to calculate emissions, fill out required reporting forms and how to keep records in accordance with the applicable air quality regulations
Provide technical information specific to the site or situation about the use of pollution control equipment and alternative methods of reducing and/or eliminating emissions
Refer small business owners to technical experts when necessary to provide technical and regulatory information
Maintain databases to track accomplishments of the program
Assist in conducting site compliance audits with inspection staff and compliance education outreach activities
Participate in Division oil and gas initiatives
Conduct professional, position-related development activities
Assist Oil & Gas Permit Units with computer services
Help develop policies, procedures, interpretations, options and recommendations for new and amended State regulations pertaining to oil and gas development for presentation and adoption by the AQCC
Conduct research and prepare necessary analysis and documentation for regulatory development
Develop and implement program strategies for increasing voluntary compliance in the oil and gas industry
Review environmental assessments related to oil and gas development
Develop implementation guidance and training concerning federal and state oil and gas regulations for enforcement personnel, permit engineers and small businesses subject to the regulations
Attend performance reviews, attend staff meetings, and complete time and effort (T&E) reports and UKG entries
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor
Qualification
Required
Bachelor's degree from an accredited institution in engineering
Current enrollment as an Engineer-Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the required degree
Preferred
Previous State Service related to the work assigned to the position
Formal coursework in environmental, chemical, civil, or other engineering discipline
Ability to effectively communicate both orally and in writing with a wide range of partners
Ability to communicate complex technical matters to non-technical individuals, including policy makers
Ability to interpret and communicate public health and environmental requirements of the Department of Public Health and Environment
Ability to synthesize and analyze technical information
Excellent computer skills with Microsoft Word and Excel
Excellent computer skills with Google Documents and Sheets
Excellent critical thinking, interpersonal and conflict resolution skills
Knowledge of the Colorado Air Pollution Prevention and Control Act
Knowledge of the Federal Clean Air Act
