Payroll Manager (Public Service Administrator Option 1)

Responsibilities

Under administrative direction, serves as the Payroll Manager for the Department of Innovation & Technology (DoIT) organizing, planning, executing, controlling, and evaluating all payroll functions for the department including the development, implementation, and evaluation of policies and procedures for DoIT payroll operations
Serves as full-line supervisor
Conducts special projects and studies with respect to employee payroll information, agency staffing, and budget/headcount, including preparing or directing the preparation of payroll related reports
Confers with DoIT managers, the Illinois Office of the Comptroller (IOC), State Employees Retirement System (SERS), DoIT People Operations (HR), legislative staff, and agency employees, including responding to inquiries related to payroll processes
Attends and participates in internal and external meetings regarding payroll and other confidential and sensitive and/or related People Operations (human resources) matters
Keeps abreast of new developments in State of Illinois payroll processing by continued education by attending online training platforms, meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on products, vendors, techniques, and procedures
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Required

Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in accounting, business/public administration, or finance or budgeting in a public or business organization
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or private business payroll organization
Requires two (2) years of professional experience supervising a team of professionals in a large public or private organization

Preferred

Three (3) years of professional experience in payroll processing, including organizing, planning, executing, controlling, and evaluating payroll functions, including the development, implementation, and evaluation of payroll policies and procedures, to ensure compliance with statutory and state regulations
Three (3) years of professional experience with payroll and timekeeping applications/systems to include (Central Time & Attendance System (CTAS), eTIME, ePASS, Comptroller Central Payroll System, or SAP Success Factors Payroll System) or similar applications/systems, including utilizing these systems to process payroll, maintain accurate records, and resolve discrepancies
Three (3) years of professional experience utilizing the State of Illinois Personnel Code, Rules, Position Classification Plan, and Pay Plan, or similar regulations, including interpreting and applying these regulations in payroll operations to ensure accuracy and compliance
Three (3) years of professional experience interpreting collective bargaining agreements and departmental/business payroll policies, procedures, and processes, including providing guidance to staff and management
Extensive experience preparing payroll-related reports, composing confidential or sensitive correspondence, responding to audit requests and collaborating with internal and external stakeholders
Ability to analyze complex administrative or payroll-related challenges, identify root causes, and implement strategic result-driven solutions that enhance operational efficiency and organizational effectiveness
Ability to develop and maintain cooperative working relationships with staff, managers, and executives, fostering collaboration in resolving sensitive administrative issues and supporting subordinate team members or project staff
Demonstrated verbal and written communications skills to convey complex payroll policies, compliance requirements, and procedures clearly and effectively to diverse stakeholders including executives, managers, staff, and external auditors
Demonstrated organizational and time management skills with the ability to manage multiple concurrent projects, meet mandated deadlines, and prioritize urgent compliance or payroll issues in a fast-paced environment
