Business Security Analyst

Responsibilities

Serves as functional lead for IDA’s Security Information Management System (SIMS)
Implement, enhance, maintain, and support SIMS Security applications, including interfaces between SIMS and other internal/external applications
Oversee system use by dozens of Security staff for most security functions, including clearance processing and tracking, Common Access Card issuance, mandated reporting information collection (travel, financial reporting, and any security relevant event), document control, safe inventories/locations, badges and tracking SCIF computer systems. Ensure data consistency and integrity
Develop processes and procedures for the use of the SIMS system
Provide guidance and work instruction to HQ Security staff that use system. Answer questions from staff regarding SIMS processes, procedures, and technical issues
Develop and deliver training for staff in the proper use of SIMS system, including at the Centers
Troubleshoot and resolve difficult and complex SIMS issues
Partner with SIMS vendor to obtain core product enhancements to meet evolving DOW/IC/USG security information management requirements
Manage upgrades of SIMS and ensure that all processes and testing are thoroughly documented
Administer system including user accounts and functions, maintenance of utilities, and other system management duties
Perform routine security audits to ensure compliance with the National Industrial Security Program (NISP)
Partner with Systems Development and Implementation (SDI) and Enterprise Information Technology Operations (EITO) to schedule maintenance, upgrades, and integrations with other systems, including the HRIS and the IIS Personal Dashboard for clearance information
Support IDA Centers with their local SIMS implementations
Use SIMS to automate new DOW requirements for foreign travel reporting (such as SEAD 3), integration with DISS, and new requirements as they emerge
Provide data analysis, including one-off reports and analyses; develop and maintain standard reports to address management requirements
Develop and execute portfolio of system enhancement and new module implementation project plans
Serves as Systems Administrator and Technical Lead for USG Cloud Security Management Systems (NBIS, DISS, NISS)
National Background Investigation Services (NBIS) systems administrator/technical lead
Manage accounts and access levels for all IDA users, provide training to new system users
Troubleshoot all IT and functional issues for NBIS users, escalate unresolved issues to DOW NBIS cloud service provider, track issues to successful resolution
Participate in meetings with Defense Counterintelligence and Security Agency (DCSA) NBIS team to identify system shortcomings and recommend new requirements and capabilities
Develop quality control mechanisms to ensure data is consistent between SIMS and NBIS
Develop and deliver training for IDA NBIS user community
Defense Information System for Security (DISS)
Manage accounts for all IDA users, provide training to new system users
Integrate and automate data flows from IDA’s SIMS system to DISS for mandated security incident and foreign travel reporting
Develop quality control mechanisms to ensure data is consistent between SIMS and DISS
National Industrial Security System (NISS)
Administer IDA access to NISS
Performs other related duties as assigned
Act as alternate Facility Security Officer

Required

Bachelor's Degree in Security Studies, Criminal Justice, Public Administration, Computer Science or related field and four years minimum experience in US Government/Contractor Security Systems Automation or HS diploma and six years minimum experience US Government/Contractor Security Systems Automation
Possess technical and operational proficiency managing Security Information Management systems
Must have SIMS experience
Completion of CDSE FSO Training for Possessing Facilities required within one year of start date
Must have a minimum of a DoD Secret Clearance before hire
Ability to obtain and maintain a security clearance is required
Ability to communicate effectively both orally and in writing with all levels of staff
Ability to display tact, discretion and diplomacy in dealing with all levels of IDA staff and the public
Possess strong interpersonal oral and written communication skills with demonstrated ability work effectively with all levels of staff; ability to work in fast-paced, multi-tasking environment

Preferred

Four years of experience with SIMS strongly preferred
Three years as a SIMS Functional Lead/Systems Administrator is preferred
Completion of SIMS Certification preferred or must be completed within six months of start date
Experience with project management and data analysis strongly preferred
Experience with DoW 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM) and applicable Intelligence Community Directives (ICD) preferred
Experience with DoW clearance process such as eQIP/eAPP, SIMS, DISS, NBIS, NISS, foreign travel/contact and foreign national visitors is desired
Experience with Dashboard/Reporting tools such as Tableau, Cognos or PowerBI preferred
Proficiency in use of computers and Microsoft Office applications (Word, Excel, PowerPoint, and Outlook)
