Responsibilities

Build and execute short- and long-term strategies to align workforce programs with organizational goals, fostering a culture of innovation and excellence
Oversee key workforce operations, including L&D, TAG, Employee Relations, the FMLA Unit, and the Senior Business Partners Group, driving efficiency and effectiveness
Mentor, supervise, and motivate WFD leaders, fostering professional growth, team-building, and agency-wide engagement
Leverage data-driven decision-making to evaluate program success, identify improvement areas, and report agency workforce performance metrics
Represent DFPS in legislative hearings, advisory groups, and public forums, addressing workforce initiatives and compliance measures
Establish and oversee workforce policies, procedures, and guidelines to ensure legal compliance and operational consistency
Lead the development of budget requests, ensure compliance with state and federal legislative requirements, and optimize resource allocation across workforce programs

Required

A Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field. Note: Experience in human resources management work may be substituted for the four-year degree on a year for year basis
At least 5 years managing large-scale programs, divisions, or agencies with diverse teams on human resource or workforce related issues
At least 5 years in a consultative, supervisory, or project management capacity overseeing complex initiatives or organizational objectives
Familiarity with adult learning principles and instructional design methodologies
Experience in the state agency legislative process
Experience in data analysis, program evaluation, and performance management tactics

Preferred

Advanced degree in Human Resources, Organizational Development, Public Administration, or a related field
Certification in human resources fields (e.g., SHRM-CP, SHRM-SCP, SPHR, PHR) preferred
Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) preferred but not required
