Loss Control/Custody Measurement Analyst

Responsibilities

Works with RSTO/ATMI/SUN/TEGPNA/TEPL/BTP/EC to resolve any discrepancies between supplier and customer on any custody transfer
Works with 3rd party inspectors, OM&S and RSTO to determine optimal resolutions, within contractual parameters, for unacceptable discharge tolerances and ensure all practices follow API standards
Works with Yield Systems group to properly identify and report mass balance losses
Provide resolution for all metered custody transfer issues directly affecting the Yield Group
Inspect all stations to insure API and FTZ compliance
Ensures refinery quality, environmental and safety initiatives are followed in daily activities and contractors work safely
Performs spot audits of 3rd party inspectors, 3rd party inspection labs and TotalEnergies OM&S pumper/terminal operators to ensure API procedures are being followed for hand gauging and sampling of tanks and marine vessels and for sample handling and testing at the labs
Collects all marine movements, pipeline movements and truck movements documentation and tracks losses from supplier to the refinery, from the refinery to the customer and all points in between. Works with the Yield Systems group and RSTO to quantify losses and reports if out of acceptable limits. Tracks gravity of all movements and BS&W of crude oil movements. Notifies Planning & Operations if water content is high
Uses critical thinking to analyze all mass balance data to spot trends in losses and develops plan to address the losses
Performs month-end tank inventory checks and manages the year-end tank inventory audit
Coordinates with Kinder Morgan for quarterly petcoke scale zero calibration and yearly materials testing. Manages yearly petcoke pile ground and/or drone survey when pile volume is low
Manages all aspects of custody transfer meter provings and calibrations and scale calibrations including scheduling the vendor, filling out WAP, coordination with Operations, witnessing the work document storage and ensuring compliance with all existing contracts. Ensures supplier’s and customer’s meters and/or scales are calibrated per contract and spot witness these calibrations
Chief liaison with TEGPNA, TEPL, BTP and EC project for all custody transfer meter provings/calibration and scale calibrations and provides expertise to answer any measurement questions and to help resolve any measurement discrepancies between parties
Coordinate PM work for all tank measurement within the Port Arthur Refinery and West Port Arthur tank farm. Prioritize PM cycles. Provide documentation storage for all tank measurement PM work. Provide replacement recommendations when necessary. Develop plan to provide communication between tanks and the DCS
Ensure measured volumes and mass provided to PAR Yields and TotalEnergies Gas and Power are accurate and timely. Pulls data from field instrumentation as needed to verify values
Retains records for all U.S. Customs custody transfer measurement and tank measurement documents and participates in U.S. Customs measurement audits
Tracks purchased fuel volume balance between PAR and BTP and resolves disputes
Provides assistance and expertise to measurement equipment enhancement projects
Monitors accuracy, and investigates and mitigates losses on marine measurements across 9 docks (shipments and receipts) Volume =4MB/mo or 3B$/yr
Pipeline measurements across 11 pipeline companies (shipment and receipts) Volume = 9MB/mo or 9B$/yr
Truck/rail car measurements across 3 scales (shipments and receipts)
Ensures that 3rd Party Inspection companies and OM&S operators know and follow API guidelines
Ensures refinery is in compliance with ISO 9001 and FTZ as far as measurements are concerned
Coordinate the calibration, proving and maintenance of fifty-two (52) custody transfer meters/stations, and six (6) truck scale stations and with eleven (11) transmission companies. Provide diagnostic recommendations for any measurement station’s calibration, proving or maintenance issues. Resolve measurement discrepancies between custody transfer and check measurement
Represent TPRI Port Arthur Refinery’s interests during certification of all custody transfer equipment
Responsible for coordinating the proving of JV custody transfer meters for BTP and EC project and TEGPNA and TEPL meters
Responsible for validating the accuracy of all custody transfer measurement and scales provided by outside companies
Responsible for certifying all FTZ measurement stations internally and externally
Responsible for providing FTZ, API and NIST (NCWM) measurement guidance for all custody transfer projects

Required

60 hours college credits and at least 3 years experience with custody transfer measurements and 5 years experience with marine/land measurements, preferred OR 3 years hands-on experience with custody transfer measurements and 10 years hands on experience with marine/land measurements
Knowledge of land and marine measurement (tank/barge/ship hand gauging, lab sampling, and testing procedures, API guidelines, types of movements) is required
Knowledge of types of flow instrumentation and scales, meter proving, scale calibration and API guidelines required
Written and verbal communication skills. Critical thinker with the ability to resolve and recommend solutions for unacceptable losses
Knowledge of industry standards and governmental regs (API, ASTM, NCWM, CBP, etc.) and of Handbook 44 and U.S. Customs requirements
Must currently have a TWIC card or meets requirements to obtain one
On call 24 hours per day, 7 days per week. Ability to adjust priorities with short notice
