They are seeking a detail-oriented Procurement Analyst to support effective purchasing, contract coordination, and supply management within a correctional facility, ensuring compliance with state procurement regulations.

Government Administration

Responsibilities

Applies the Louisiana Procurement Code and related regulations to perform the full range of professional purchasing activities for the agency, ensuring all actions comply with state laws, policies, and ethical standards
Determines the appropriate procurement method—such as competitive bidding, request for quotations, or other authorized processes—based on the nature of the goods or services and applicable thresholds
Communicates with vendors and agency staff, both verbally and in writing, regarding contract terms, delivery schedules, product quality, pricing, and order modifications; investigates and resolves discrepancies or performance issues as needed
Manages the procurement cycle through proper specification development, solicitation preparation, evaluation of bids or proposals, vendor selection, and award to the lowest responsive and responsible bidder meeting all requirements outlined in the solicitation
Ensures documentation is complete, accurate, and compliant with audit standards, maintaining clear records of procurement actions and decisions
Supports agency operations by monitoring contract performance, identifying potential issues, and recommending corrective actions or process improvements

Required

Three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
Six years of full-time work experience in any field; OR
A bachelor's degree
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field
