Responsibilities
Develop and maintain a comprehensive understanding of five enterprise web applications, including architecture, workflows, business functions, and data flows
Provide KTLO (Keep the Lights On) operational support alongside new initiatives and enhancement projects
Serve as a trusted SME for application behavior, process flows, and system dependencies
Analyze current-state (“as-is”) business processes and system designs to identify gaps, risks, inefficiencies, and compliance issues
Design, document, and implement future-state (“to-be”) processes and workflows that improve scalability, performance, compliance, and service delivery
Define measurable success criteria aligned with business and operational objectives
Elicit, document, and translate clear, complete, and testable business requirements for both technical and non-technical audiences
Create and maintain process, system, workflow, data-flow, and training documentation in alignment with SEM/SUITE standards
Develop system and functional documentation, test cases, and training materials covering multiple scenarios
Facilitate cross-functional working sessions with architects, developers, business analysts, QA, security teams, and stakeholders
Resolve ambiguity, align stakeholders, and enable informed decision-making
Provide oversight, coaching, and training to business analysts, developers, QA staff, and SMEs, tailoring guidance to business needs
Partner with the Project Manager—or work independently as required—to guide effective use of Azure DevOps (ADO) for:
Agile planning
Backlog and work item management
Delivery tracking and reporting
Support application modernization initiatives, including incremental transformation of legacy systems
Support system security and compliance efforts, including:
System Security Plans (SSPs)
NIST controls
Authority to Operate (ATO) processes
Apply ITIL-based service management practices for application operations and change management
Incorporate Lean and Six Sigma concepts into IT delivery and modernization efforts
Qualification
Required
12+ years of experience as an Application and Business Process SME, including Business Analyst and Systems Analyst roles
Extensive experience in: Business analysis, Systems analysis, Testing and validation, Documentation and training, Service delivery
Proven expertise designing as-is and to-be process models and workflows
Strong experience producing: Process and workflow diagrams, Data-flow diagrams, System and functional documentation
Demonstrated success leading projects through planning, execution, and delivery
Experience modernizing legacy applications and transitioning to contemporary frameworks
Azure DevOps: 10+ years (pipelines, work item tracking, reporting, and views)
Agile Methodologies: 10+ years
SEM/SUITE Methodologies: 10+ years
Security & Compliance: SSPs, NIST controls, ATO processes (5+ years)
General working knowledge of: .NET, SQL Server, Teradata
ITIL certification (or equivalent) required or strongly preferred
Exceptional written and verbal communication skills
Strong facilitation and stakeholder management capabilities
Highly analytical with a structured, outcome-driven mindset
Ability to operate independently while aligning with leadership direction
Comfortable working in complex, regulated enterprise environments
Preferred
ITIL certification (or equivalent) strongly preferred
Familiarity with Lean and Six Sigma practices in IT delivery
