Program Manager (Office of Well-Being)
The DC Department of Human Resources is responsible for the well-being of children and families in the District of Columbia. The Program Manager will manage the delivery of professional services and oversee various programs to address the needs of children and youth in foster care.

Responsibilities
Manages the day-to-day operations of mental health, education, substance abuse, domestic violence, clinical services for youth, and family support programs
Directs and manages the key components of the mental health unit, including supervising clinical supervisors, and assisting in the development of best practice screening tools and assessments, in alignment with mental health practice
Determines program goals, objectives, and guidelines. Supports the delivery of timely and quality services for children and families served by CFSA. Develops, plans, and implements timetables for various phases of program activities. Evaluates program effectiveness, compliance, and quality; initiates corrective actions or revisions, and provides technical, directional, and administrative support to program personnel
Serves as the program representative on various inter/intra agency committees, and task force groups focusing on child welfare issues
Directs and monitors crisis intervention, therapeutic support and quality of services provided by staff to ensure that every child connected to the District of Columbia's child welfare system is provided with quality well-being services
Performs a full range of supervisory functions to include: assigns, directs, and reviews the work of subordinate staff; administers leave and attendance evaluates staff performance; recommends hiring, promotions, status changes, awards, disciplinary actions, and terminations; plans, schedules and coordinates work operations to achieve optimal combination of employees and assignments; addresses issues or problems related to work operations; negotiates and troubleshoots employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; provides coaching; guides immediate reports in the implementation of performance standards; addresses disciplinary problems; provides governance over staff development and training plans
Performs other related duties as assigned
Qualification
Required
Master's degree in behavioral or social science (e.g., Social Work, Psychology, Counseling, Social Services) or related disciplines appropriate to the position and working with children and families are highly preferred
Five (5) years of Supervisory experience in the Social Worker, Social Services or related field is highly preferred
Five (5) years of directly related experience in overseeing and coordinating the delivery of various social services programs or similar work is highly preferred
Demonstrable skills and expertise to oversee and manage multidisciplinary team composed of supervisory and nonsupervisory technical and support staff and various social services programs; demonstrable expertise to plan, implement, coordinate, and continuously manage social services programs; demonstrable ability to provide excellent customer service
Comprehensive knowledge of clinical practice protocols, program policies, technical and administrative procedures, and guidelines to be able to provide advice, guidance, and coaching to immediate reports
Ability to work with diverse individuals and groups on complex community issues. Knowledge of research, managing contracts, grants, and programmatic activities
Excellent oral and writing communication skills to make oral presentations, give instructions or advice, and write clear and cohesive reports, policy, and procedures
Ability to use Microsoft Office suite for reports and electronic case management
