Utilities Person I
The City of Saginaw is seeking a Utilities Person I to perform semiskilled tasks related to the construction, maintenance, and repair of water and sewer systems. The role involves installing and maintaining water meters, operating equipment, and interacting with the public.

Responsibilities
Install and remove private water and sewer connections, mains, meter pits, hydrants, valves and water meters
Repair, clean, and maintain mains, valves, hydrants, catch basins, manholes, sidewalks, stop boxes
Install, repair and replace water meters, turns services on/off; inspects meters; resolve complaints; and report issues
Records water meter readings using electronic devices, inspects for leaks, defects, tampering or bypassing. Ensures accurate monthly meter reading for customer billing; manually read up to 400 meters if automated systems are unavailable
Construct catch basins, manholes, curbs and sidewalks, including setting forms and finishing concrete
Cleans catch basins, sewers and manholes; apply treatments such as deodorizer, root killer, and pest control as required
Performs routine maintenance and inspections of hydrants and water valves, document results in logs and spreadsheets.
Operates a variety of tools, vehicles, and equipment including compressors, hydraulic tools, boring/tapping machines, sewer cleaning equipment, hydro-excavators, tucks, and loaders
Backfill water and sewer excavations with the proper materials after maintenance work is complete
Shut off fire hydrants unlawfully opened during hot weather; interact with the public in a professional manner
Locate and stake all water and sewer mains, any and all appurtenances of the water distribution system and sewer collection systems by field measurement or with electronic devices, when necessary, in accordance with the one call Miss Dig System
Assist with various tasks in the yard and stock room operation as needed
Report field issues and unusual conditions to the Utilities Foreman for follow-up
Performs other related duties as assigned
Qualification
Required
High School diploma or GED equivalent
Minimum 6 months working as a manual laborer
Must possess a valid State of Michigan Commercial Driver's License (CDL) Group A with air brakes and N endorsement within two (2) months of starting training
Must possess and maintain Michigan Department of Environment, Great Lakes, and Energy Drinking Water Operator Certification, Level S-4. If not in possession at date of hire, must secure certification within 24 months from hire date
Ability to learn and use GIS software and water/sewer data collection applications
Ability to carry out oral and written instructions and to work from water/sewer maps and utility prints
Ability to learn how to locate water/sewer systems by conducting filed measurements or with use of electronic devices
Ability to learn one call Miss Dig System
Must be able to operate various motor vehicles, including a pickup truck and 1-ton dump truck, and be willing to learn the safe operation of a 26,000-pound G.V.W. dump truck with trailer, as well as backhoe and loader equipment
Must have acceptable attendance record
