Senior Technical Program Manager – Digital Quality Platforms

They are seeking a Senior Technical Program Manager to lead the delivery of a backend platform supporting digital quality measurement initiatives, coordinating with engineering teams and ensuring project milestones and quality targets are met.

Responsibilities
End-to-End Program Delivery: Own planning, execution, and delivery of a complex backend platform, ensuring milestones, scope, budget, and quality targets are achieved within a fixed-bid, milestone-based engagement model
Technical Coordination & Oversight: Partner closely with Principal Data Engineers and Senior Backend Engineers to coordinate architecture reviews, development sequencing, environment readiness, and integration dependencies across infrastructure and application layers
Architecture & Standards Alignment: Ensure design and implementation decisions align with enterprise architecture, security, compliance, and DevOps standards, escalating risks or gaps as needed
Agile Execution & Governance: Lead Agile ceremonies including sprint planning, stand-ups, reviews, and retrospectives while maintaining delivery plans, milestones, and execution artifacts
Risk, Dependency & Issue Management: Proactively identify technical, delivery, and compliance risks; manage cross-team dependencies; and implement mitigation and contingency plans
Testing, Quality & Release Readiness: Coordinate execution of unit, integration, and performance testing strategies; oversee defect triage and resolution; and validate production readiness prior to deployment
Stakeholder & Client Management: Act as the primary vendor-side point of contact for client technical and business stakeholders, ensuring alignment on scope, milestones, risks, and delivery expectations
Documentation & Knowledge Transfer: Ensure delivery of technical documentation, runbooks, and structured knowledge transfer to support long-term operations and maintainability
Qualification
Required
Bachelor's degree in Computer Science, Engineering, Information Systems, or a related field, or equivalent practical experience
8+ years of experience in technical project or program management delivering enterprise-scale software platforms
Demonstrated success leading vendor-side delivery for fixed-bid or milestone-based engagements with contractual accountability
Hands-on experience managing cloud-native solutions on GCP, AWS, or Azure, including distributed systems and data-intensive workloads
Proven ability to partner effectively with senior engineering talent, including Principal Engineers, data engineers, and backend application engineers
Strong technical fluency across cloud architecture, CI/CD pipelines, infrastructure-as-code, and modern SDLC practices
Deep experience driving Agile delivery while operating within client-governed or hybrid delivery models
Advanced risk, dependency, and issue management skills within complex, multi-team programs
Exceptional communication skills with the ability to translate technical execution into clear, client-facing status, decisions, and tradeoffs
Experience delivering solutions in regulated or compliance-driven environments
Comfortable operating as the accountable delivery owner in high-visibility enterprise engagements
Preferred
Experience delivering healthcare analytics, quality measurement, or clinical data platforms
Familiarity with digital quality measurement programs, regulatory reporting, or clinical performance initiatives
Working knowledge of healthcare data standards or interoperability concepts
Experience coordinating multi-cloud or hybrid cloud delivery teams
Background supporting performance-sensitive, highly scalable backend and data processing systems
PMP, PgMP, SAFe, or Certified Scrum Master (CSM) certification
