Responsibilities
Lead and support the planning, design, and delivery of roadway projects for NCDOT and public-sector clients
Manage and review geometric design, including horizontal and vertical alignments, profiles, cross sections, and interchange layouts
Oversee the development and quality control of PS&E packages, including plans, specifications, cost estimates, and bid quantities
Support feasibility studies, preliminary design alternatives, and environmental documentation efforts
Coordinate with traffic, bridge, drainage, and utility teams to ensure integrated corridor-level design solutions
Serve as a senior technical reviewer to ensure compliance with NCDOT standards and project requirements
Manage scopes, schedules, and task-level budgets across multiple assignments
Mentor and develop EITs and junior engineers
Coordinate directly with NCDOT reviewers, stakeholders, and internal project teams
Support proposal development and client coordination efforts as needed
Qualification
Required
Bachelor's degree in Civil Engineering or Civil Engineering Technology from an ABET-accredited program
Active Professional Engineer (PE) license in North Carolina or the ability to obtain it via comity within six months
15 or more years of progressive experience in highway or roadway engineering
Direct experience delivering NCDOT roadway projects
Strong knowledge of the NCDOT Roadway Design Manual, Standard Specifications, and Project Network (PN)
Advanced proficiency with OpenRoads Designer (ORD); this is a core requirement
Proven ability to lead technical design, manage multiple assignments, and mentor engineering staff
Strong written and verbal communication skills
Preferred
Experience supporting General Engineering Services Consultant (GESC) assignments
Experience with Design-Build, CMGC, or alternative delivery projects
Construction-phase engineering support experience
Multi-state DOT experience within the Southeast or Mid-Atlantic
