Consumer and Elder Rights Division (CERD) Director
The New Mexico Aging and Long-Term Services Department (ALTSD) provides integrated services to support older adults and individuals with disabilities. The Consumer and Elder Rights Division Director leads initiatives focused on consumer rights, ensuring compliance and performance of various aging and disability programs.

Responsibilities
Direct and coordinate the planning, implementation, and evaluation of ADRC and SHIP programs
Ensure services are compliant with federal and state regulations and meet performance standards set by agencies such as the Administration for Community Living (ACL) and the Centers for Medicare & Medicaid Services (CMS)
Promote cross-program integration to enhance consumer experience and streamline access to services
Supervise program managers, counselors, and administrative support staff
Provide coaching, professional development, and performance evaluations to foster a high-performing team
Establish and maintain operational procedures to improve service delivery and internal efficiency
Develop and manage program budgets, including federal and state grants
Monitor expenditures to ensure compliance and fiscal responsibility
Prepare financial and narrative reports for funders and agency leadership
Build partnerships with internal and external partners, community organizations, healthcare providers, and advocacy groups
Represent the division in public forums, advisory boards, and interagency workgroups
Qualification
Required
Extensive call center management and development experience
Extensive knowledge in the health systems arena such as New Mexico Waiver Programs, Medicaid and Medicare, long-term care, federally mandated Older Americans Act programs
Working knowledge and understanding of short-term assistance, crisis intervention, and client assessment
Experience in program leadership and oversight
Ability to ensure services are compliant with federal and state regulations and meet performance standards
Experience in promoting cross-program integration to enhance consumer experience
Experience supervising program managers, counselors, and administrative support staff
Ability to provide coaching, professional development, and performance evaluations
Experience in developing and managing program budgets, including federal and state grants
Ability to monitor expenditures to ensure compliance and fiscal responsibility
