ECMC Senior Permit/Completion Specialist (PSRS III)

Responsibilities
The Senior Permitter will use their knowledge of environmental protection and surface/subsurface permitting to provide a final, Staff Authority, review of OGDP hearing applications
This position will communicate any application deficiencies to the applicant via the eFilings system, and will coordinate any related corrections on the warranted Forms with the Location Specialist
This position will determine if the hearing application meets all applicable ECMC’s rules related to surface permitting, and provides sufficient information to indicate the proposed OGDP will protect public health, safety, welfare, the environment, and wildlife resources
The Senior Permitter will have the authority to make determinations on how the Permitting group should interpret a rule as applicable to a given hearing application, and will also decide when an interpretation requires the assistance of an AAG, and will act as the point of contact between the Permitting group and the AAG’s office
This position will maintain regular and collaborative communication between the Hearings Unit, the Engineering Unit, and the Planning & Permitting Unit in appropriately scheduling the Commission’s OGDP hearings based on the complexity of the application and the anticipated time needed to fully perform the technical review
This position will seek to identify opportunities for internal and external process improvement related to enforcement, hearing applications, Forms 2, 4, 5, 5A, 6, and 10, CAPs, and other Permitting workloads or deliverables
This position will take a lead in the training of any new or contract hires to ensure consistency in work product and knowledge of internal processes
Qualification
Required
Eight (8) years of relevant experience in an occupation related to the work assigned to this position
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years
Colorado residency is required at the time of application
This is a Remote/Hybrid position - Work is primarily performed from a home office, however the selected candidate must be willing and able to, at times, report to the office at 1120 Lincoln Street, Suite 801 - Denver, CO or other locations for meetings, training, and projects as directed by the supervisor
Former employees of the state of Colorado must have concluded employment in good standing to be eligible for rehire
You must be legally eligible to work in the United States to be appointed to this position. DNR does not sponsor non-residents of the United States
Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle
Preferred
Current or former State experience relevant to this position
Excellent written and verbal communication skills
Familiarity of Colorado oil and gas rules and regulations
Excellent personal computer skills using the MS Office software suite and Google applications, will be necessary for success in this position
Demonstrated experience researching, analyzing, and interpreting the law (State and Federal), constitutions, statutes, rules, conceptual models, professional standards, and legal precedents in order to determine their relationship to the question of policy at issue
Technical background in the oil and gas industry in order to understand the scientific and technical concepts involved in the matters
Experience with oil and gas pooling and spacing issues, leasing, surface use agreements, or similar 'Landman' duties
Excellent analytical and organizational skill as well as the ability to operate in a politically sensitive environment
Knowledge and experience in reading, writing, and interpreting legal documents
Working with general public, professional, consultants, and staff, with sensitivity to their needs, priorities and commitments
