DCHS Agiloft Functional Analyst II
NEOGOV is seeking two Functional Analyst II professionals for the Department of Community and Human Services in King County. The role involves providing end-user support and training for the Agiloft contract management system, developing technical documentation, and ensuring system performance and user satisfaction.

Responsibilities
Serve as the business' expert in the configured Agiloft system. Continually strive for the system to meet the business' evolving needs--maintain data tables, configure new workflows and functionality, stay abreast of product changes, etc. Facilitate complex system changes; identify, analyze, and prioritize system change requests; assess potential system-wide impacts of proposed module configuration changes

Develop and implement routine system quality assurance reports and improvement approaches. Conduct testing and quality assurance in test environments. Generate and analyze reports using tools such as SQL, Power BI, Tableau, or Oracle
Develop and maintain training materials and training events for multiple end-user groups; provide ongoing technical assistance and develop systemic approaches to building users' skill and ability to self-resolve technical questions
Work with internal teams and stakeholders to gather requirements for system enhancements. Translate business needs into functional specifications. Ensure the system is well documented and develop plans for sustainability
Assist with creating and managing user accounts. Troubleshoot, track, resolve and document system problems and issues. Act as technical expert in solving referred issues from less experienced staff
Respond to Agiloft-related inquiries from staff and external providers. Offer guidance on workflows, compliance processes, and system navigation
Assist in managing backlog items, tracking issues, and prioritizing enhancements. Ensure timely resolution of requests and system improvements. Collaborate with other Functional Analysts, vendor, and KCIT staff to maintain system stability and functionality
Perform other related duties as assigned
Qualification
Required
Experience learning, documenting and continually improving business workflows and processes
Knowledge, understanding, and technical skills in system analysis; relational databases, automated systems data modules, table relationships, and views
Demonstrated experience developing training materials and providing training and technical assistance to non-technical staff
Strong problem solving and interpersonal skills, including the ability to establish and maintain good working relationships with diverse teams and stakeholders
Experience with training delivery or support
Demonstrated ability to work with stakeholders and gather requirements
Familiarity with backlog management and issue tracking
Proficiency with common desktop workflow tools, including but not limited to: Word, SharePoint, Teams, Excel, PowerPoint, and Visio
Project management skills and experience-ability to breakdown complex projects into smaller tasks, develop realistic timelines, and track and manage progress
Preferred
Knowledge of Agiloft or Contract Lifecycle Management (CLM) systems
Knowledge of public-sector procurement and contracting processes
Experience with training delivery or support
Experience with system QA and data reporting tools (SQL, Power BI, Oracle)
